David Cullinane: Mr. Menton spoke of an impossible situation in terms of having a public hospital with another public hospital and a private hospital on the same campus. Mr. Menton said that it is difficult and impossible. It is hard to relate those when we consider the convoluted, complex structure we are being asked to approve, with respect.

David Cullinane: Not really, because a clock is ticking very quickly. On Tuesday, we are told, the Cabinet will make a decision. The Minister has said this is going on for nine years and he is sitting here telling us there could be changes to an agreement that took nine years to get this point, but when? Is it maybe over the weekend or on Monday?
