Do brokers selling insurance products, typical insurance brokerages in a county town or city, have access to this data. If not, why?

Kieran O'Donnell: Could the argument be made that they might have customers over many years? They basically just put in the data and it is then up to the insurance company to decide whether to insure. The brokers are not the insurers. Is that the logic?
