Matt Shanahan: 540. To ask the Minister for Health further to Parliamentary Question No. 586 of 3 October 2023, if he is comfortable with the governance approach in raised therein, if he can further clarify who undertakes performance appraisals and signs off on any expense claims in relation to the executive roles in the SSWHG; and if he will make a statement on the matter. - Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Regulatory and Legislative Changes Required for the Transposition of the Adequate Minimum Wages Directive: Discussion (24 Jan 2024)
Matt Shanahan: I thank our guests for their presence here this morning. I have owned and operated a private business for many years, and I have to say that when I sit here and listen to some of the commentary, I wonder if I am living in the same country as other people. Whether anybody has acknowledged it here or not, we currently have full employment. In large part, workers have far more access and more...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Regulatory and Legislative Changes Required for the Transposition of the Adequate Minimum Wages Directive: Discussion (24 Jan 2024)
Matt Shanahan: Mr. Reidy obviously did not take account of that restaurateur and the point he is making. He is going out of business because his business can no longer compete. I do not know where Mr. Reidy thinks these jobs are going to be taken up at a higher level. There will not be employers there to provide that type of employment.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Regulatory and Legislative Changes Required for the Transposition of the Adequate Minimum Wages Directive: Discussion (24 Jan 2024)
Matt Shanahan: Regarding their access to discretionary spend, people do not have the money to go where Mr. Reidy wants to go. It is not possible for them.
- Ceisteanna ó Cheannairí - Leaders' Questions (23 Jan 2024)
Matt Shanahan: The Taoiseach did not actually correct the record in respect of what I highlighted to him. I am glad that he seeks support for University Hospital Waterford, as do I. Since the two cath labs opened - they are operating 60 hours a week - the hospital is emulating the same service activity as the Cork centre, which has five cath labs and 168 hours scheduled. This is despite the fact the...
- Ceisteanna ó Cheannairí - Leaders' Questions (23 Jan 2024)
Matt Shanahan: People in Waterford and the south east know that the Taoiseach and the Government have forgotten them. In the election of 2011, 2016 and 2020, voters from across the south east who had been left to stew in their anger turned away from the traditional parties of government. Parliamentary responses I copied to the Taoiseach's office in recent weeks show that University Hospital Waterford, the...
- Written Answers — Department of Agriculture, Food and the Marine: Forestry Sector (23 Jan 2024)
Matt Shanahan: 472. To ask the Minister for Agriculture, Food and the Marine if he will detail, in tabular form, the net area of Sitka Spruce afforestation in Ireland each year from 2010 to 2023 inclusive; and if he will make a statement on the matter. [2573/24]
- Written Answers — Department of Agriculture, Food and the Marine: Forestry Sector (23 Jan 2024)
Matt Shanahan: 473. To ask the Minister for Agriculture, Food and the Marine to confirm the number of afforestation licences on hand within his Department yet to be issued; the number of afforestation licences issued in 2023 and the weekly number of afforestation licences his Department estimates will issue for 2024; and if he will make a statement on the matter. [2574/24]
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (18 Jan 2024)
Matt Shanahan: I gather a new national student accommodation strategy is being developed as we speak. The 2016 policy targeted no new student accommodation in Waterford, despite the issue of a university in Waterford appearing in the 2011, 2016 and 2020 programmes for Government. To reiterate: none, nada, nothing. I cannot resist the cheap shot that this is one of the few targets in housing the...
- Written Answers — Department of Education and Skills: Technological Universities (18 Jan 2024)
Matt Shanahan: 93. To ask the Minister for Education and Skills to outline his Department's planned allocations to capital developments at South East Technological University over the next 12 months and beyond (details supplied). [46934/23]
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: I thank the Chairman for allowing me to come in. I congratulate Mr. Gorman. I met him at the National Ploughing Championships. Well done on your success. I say the same to the other officers. I take an interest in a number of areas in forestry. Even though I am from Waterford, where we do not have the same volume of forestry as other counties, it is very important for the climate and we...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: Would Mr. Delany accept that the forestry sector has completely underperformed over the past three to five years and that the trajectory at present does not look to be going a whole lot better?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: Would Mr. Delany know off the top of his head what the ratio split is between private and, for example, Coillte, on felling and afforestation? How has it moved over the past few years?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: Is that in terms of hectares or of private licences?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: Was the Department surprised that there were fewer private applications in?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: I am not so sure about that. The problem is that the people in the forestry sector I am talking about, those that were looking at forestry, are not looking at it now. Many private farms are not looking at it with all of the other issues that have been going on with forestry for the past while. The problem we now have with the nitrates derogation is that the cost of land has been pushed up....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: With respect to Mr. Delany, we will face a far more significant economic hit if the beetle comes in from the UK than will the UK, having sent timber here with the beetle in it. That is realistically the output of all of this. That is what we are talking about. It is not about putting the responsibility on other agencies. We need to make sure we have the belt and braces done on a procedure...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Threat of Bark Beetles to Plantations: Discussion (17 Jan 2024)
Matt Shanahan: I accept all of that, but is not the whole point we are discussing that you cannot check all consignments? If somebody were externally reviewing that, apart from the Department and its partners meeting all of their obligations, the fact is that there is a significant amount of product coming in that may potentially be contaminated and may not be picked up. An external risk assessment might...
