Ceisteanna Eile - Other Questions: Health Services Staff (4 Jul 2023)

Aindrias Moynihan: I thank the Minister of State for focusing on colleges. It is going to take a number of years for people to qualify through those courses. I understand that, in the very short term, efforts are being made to increase the availability of critical skills employment permits to allow people from other areas in the world to be brought in to fill some of the posts. Are those posts and permits...

Ceisteanna Eile - Other Questions: Health Services Staff (4 Jul 2023)

Ceisteanna - Questions: Cabinet Committees (4 Jul 2023)

Aindrias Moynihan: Does the Cabinet subcommittee on health have a focus on recruitment? It is a very significant issue that impacts community services right across the country. In my area of CHO 4, which is the area of Cork and Kerry, up to 20% of posts for home care assistants were left vacant. These are people who deliver services to people in their homes. This keeps them out of the hospital and allows...

An tOrd Gnó - Order of Business (4 Jul 2023)

This is at a time when the cost of living is becoming more and more difficult...

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: I thank the witnesses for the presentation and the report. There are two areas on which I will focus. The first is the earlier part of the report. The Acting Chair picked up on the wide variety and range of data being brought forward by each of the Departments. What role does the Department of Public Expenditure, National Development Plan Delivery and Reform have in validating that...

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: Does the Department have to ask them to make any refinements or present it differently in many situations?

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: Would those other Departments refuse?

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: Later in the report, there is reference to the well-being framework, which is being developed with a view to measure performance in future and also to allocate budget resources. There are two issues in that regard. How does the Department see that shaping future budgets? Will it replace a lot of the indicators or will there be duplication of the indicators the Department is already gathering?

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: There are two big standout features of that framework where, for example, in respect of biodiversity and climate there would be a negative report, and in housing equality. Perhaps we could focus on those elements. How would those indicators influence budgetary options or the various reports, going from there?

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: The Department has been up and running over a good number of years with the current report. Departments will be more familiar with what they are presenting. The well-being framework is a newer yardstick being rolled out. Is it up and running in all Departments? Are they all participating at this point or is that still being rolled out? Are they all reporting at this stage or are only...

Committee on Budgetary Oversight: Public Service Performance Report 2022 (28 Jun 2023)

Aindrias Moynihan: Dr. Moran mentioned the need for it to be embraced by Departments. I understand this is new. Is it being resisted or is it just that people are not aware of the measure?

Aindrias Moynihan: Cuirim fáilte roimh na finnéithe. Fáiltím roimh gach rud atá ar siúl acu. Tá i bhfad níos mó ar siúl ná mar a bhí eolas agam air. Tá áthas orm é a chloisteáil. Táim chun díriú ar dhá ábhar. Bhí plé cheana féin ar na pasanna agus fillfidh mé air sin i gceann...
