Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: The Minister of State spoke about it in the same way that I would like to talk about it. The CPO process is being initiated in Kerry. I gather from the way the Minister of State spoke that the officials went down to speak to the people on the land and got agreement. They got other stakeholders to talk to the landowners as well. That is how we would have preferred our projects to be carried...

Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: We want it but I do not believe the CPO process is the way this is going to be delivered. I am unsure how we can liaise with the officials and get them to deal with the landowners, but that is the way to do it. I do not believe the CPO process is going to work and I am concerned about it.

Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: I will start where I finished earlier regarding the greenways or "blackways", as Deputy Ó Cuív, called them. Why is a compulsory acquisition order required in respect of the areas involved in Kerry when that was not the way it was dealt with for the other greenways? I am concerned about the amount of funding the Minister said is available for the Leader programme. We have...

Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: I am very concerned about that issue. I am also concerned that it will be mainly administered by the local community development committees, LCDCs, rather than Leader partnership companies. That is a big cutback for rural areas compared to the bottom-up approach we had with the partnerships. The populated areas, with which I have nothing against, will probably benefit more than the rural...

Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: I am aware that the Minister is interested in this because this is what is involved when discussing rural Ireland. We must address this issue, return the funding and make discretionary funding available to the local councillors whereby they can nominate two or three roads each year which are not getting attention through any other means.

Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: I cannot believe the Minister. It is like the loaves and the fishes in that one must have the power to multiply. That would mean funding for our county roads and local roads would have been reduced, and the massive volume of traffic is from local areas into towns. I did not talk about the local improvement scheme. We are told, and I must believe our county manager, that there is only...

Select Committee on Regional Development, Rural Affairs, Arts and the Gaeltacht: Estimates for Public Services 2016
Vote 33 - Arts, Heritage and the Gaeltacht (Revised)
(5 Jul 2016)

Danny Healy-Rae: It has been cut back to practically nil. One year, when my father was a Member of the Dáil, we received enough funding to do 111 roads.

Order of Business (5 Jul 2016)

Danny Healy-Rae: Before I ask my question, I highlight that it could be construed that I may have a conflict of interest, as I have a family plant hire business involved in different projects around Kerry and Cork maybe as well. Are the Taoiseach and the Minister for the Environment, Community and Local Government aware that many group water schemes have been on the list to be taken in charge for many years?...

Equal Status (Admission to Schools) Bill 2016: Second Stage [Private Members] (28 Jun 2016)

Danny Healy-Rae: I welcome the opportunity to speak on the Bill. I congratulate the Minister, Deputy Bruton, on his new portfolio. I am sure it will be no problem to him, as he has served in many other Ministries. I have to say we do not have discrimination issues in Kerry, Killarney or Tralee. We have people of many different religious denominations attending our national schools and secondary schools....

Questions on Proposed Legislation (28 Jun 2016)

Danny Healy-Rae: I want to ask the Minister for Social Protection to address an anomaly and a serious matter. The disability equality (miscellaneous provisions) Bill is required to allow ratification of the UN Convention on the Rights of Persons with Disabilities and to make further technical amendments to disability and equality law. I am seeking to highlight the denial of disability payments to our own...

Written Answers — Department of Social Protection: Paternity Leave (28 Jun 2016)

Danny Healy-Rae: 241. To ask the Minister for Social Protection if he will make the payments retrospective to anyone who would qualify on or after 1 September 2016 in relation to the Paternity Leave and Benefit Bill 2016, given that this scheme was promised to be effected from 1 September 2016 and it now appears that it will not come into effect until 30 September 2016; and if he will make a statement on the...

United Kingdom Referendum on European Union Membership: Statements (27 Jun 2016)

Danny Healy-Rae: I welcome the opportunity to speak on this most serious matter that has arisen in recent days. To say that people are exercised about it would be to say very little. People in rural Ireland are wondering and concerned about the future. In rural areas such as County Kerry and west Cork, where I spent some time yesterday evening, people depend on the European Union for their existence. The...

Revised Estimates for Public Services 2016 (Resumed) (22 Jun 2016)

Danny Healy-Rae: Great news, a Cheann Comhairle. I wish to raise a number of matters with our new Minister for Social Protection and to wish him well in his role as Minister of that Department. Many problems have been created in recent years which made it difficult for people who wished to get on community employment, CE, schemes as well as those in the Department trying to administer them. One problem...

Revised Estimates for Public Services 2016 (Resumed) (22 Jun 2016)

Danny Healy-Rae: I also want to mention carer's allowance because it is very important. It takes 19 weeks before applications for carer's allowance are even assessed. I know a man who applied in February and it was only the other day, after 19 weeks had passed, that the Department wrote to him looking for additional information. The application was not looked at until then. That is very sad and very...
