- Seanad: Order of Business (3 Jul 2013)
Martin Conway: That is what is being written about this country internationally. We have a problem. In the past two years the Government has done serious work to rebuild our reputation. We need to redouble our efforts in continuing that. I commend Shaun Connolly of the Irish Examiner-----
- Seanad: Order of Business (3 Jul 2013)
Martin Conway: -----on his article today. He outlined in detail what is being said in Germany and German publications about what happened under the previous regime and in Anglo Irish Bank. There is a lot of work to be done. It would be useful to hear what our embassies throughout the world are doing to address this serious problem.
- Joint Oireachtas Committee on Justice, Defence and Equality: Private Security Authority: Discussion with Chairman Designate (3 Jul 2013)
Martin Conway: I presume the PSA has established protocols with bodies such as the Licensed Vintners Association and particularly the insurance companies. Obviously, a pub or a nightclub will have security to keep the cost of public liability insurance down. It is supposed to reduce costs, not increase them. Are there formal protocols or at least formal contacts in place with insurance companies and the...
- Joint Oireachtas Committee on Justice, Defence and Equality: Private Security Authority: Discussion with Chairman Designate (3 Jul 2013)
Martin Conway: Would Mr. Lappin consider that it would be necessary?
- Joint Oireachtas Committee on Justice, Defence and Equality: Private Security Authority: Discussion with Chairman Designate (3 Jul 2013)
Martin Conway: That is relatively new.
- Joint Oireachtas Committee on Justice, Defence and Equality: Private Security Authority: Discussion with Chairman Designate (3 Jul 2013)
Martin Conway: I look forward to further engagement on the issues which have been articulated well by other speakers. As incoming chairman, is it Mr. Lappin's wish that the remit of the authority be expanded? As someone with expertise, into what areas would he like to see the remit expanded? I want to raise the public relations wing of the authority.
- Seanad: Adjournment Matters: Money Laundering (2 Jul 2013)
Martin Conway: I raise the issue of prize bonds and money laundering regulations on foot of correspondence I have received from the Irish Postmasters' Union. I understand that copies of the same correspondence were sent to all Members of the Oireachtas. Like many thousands of Irish citizens, I own prize bonds. I have never won any money on my prize bonds but I keep them none the less. It is an...
- Seanad: Adjournment Matters: Money Laundering (2 Jul 2013)
Martin Conway: Post office workers in County Clare will be delighted to learn that the Ministers are considering ways of allowing more flexibility. We are probably the most compliant country in Europe with all sorts of European regulations and directives. We need to clap ourselves on the back for this, but sometimes it can be a bit mad.
- Seanad: Central Bank (Supervision and Enforcement) Bill 2011: Report and Final Stages (2 Jul 2013)
Martin Conway: I agree with the substance of Senator Sean D. Barrett's argument for this proposal. His contributions are always very inspiring. It is a shame that the Central Bank did not have his expertise as an economist in recent years. Quality economic expertise seems to have been in very short supply within that institution and the Department. There is still an issue with micro-management at the...
- Seanad: Central Bank (Supervision and Enforcement) Bill 2011: Report and Final Stages (2 Jul 2013)
Martin Conway: I am dealing with the substance of the amendment.
- Seanad: Central Bank (Supervision and Enforcement) Bill 2011: Report and Final Stages (2 Jul 2013)
Martin Conway: It is extremely worrying, even at this stage and in the context of the numbers involved, that the Central Bank sees fit to release the financial institutions to harass and harangue customers. I raised this matter earlier today. I was not, unfortunately, in a position to support the amendment to the Order of Business, even though it was very well intended.
- Seanad: Central Bank (Supervision and Enforcement) Bill 2011: Report and Final Stages (2 Jul 2013)
Martin Conway: I understand there is no time limit on contributions on Report Stage.
- Seanad: Central Bank (Supervision and Enforcement) Bill 2011: Report and Final Stages (2 Jul 2013)
Martin Conway: The Minister of State, Deputy Brian Hayes, is very welcome. I expect that he is more in tune than most of his Cabinet colleagues with the difficulties affecting people in our society. The code of conduct on mortgage arrears should be reviewed in three months time. It is a retrograde step. There were operational issues with the previous code, but the new one will bring out the vulture...

Martin Conway: I thank the Leas-Chathaoirleach for his latitude.
