Terence Flanagan: I welcome the opportunity to contribute to this debate. I welcome the introduction of the Planning and Development (Amendment) Bill. However, the Minister is locking the stable door after the horse has bolted. The Bill is 15 years too late and much damage has been done. I know that is not the Minister's problem. It is a legacy issue.
