Dick Roche: Further to the point made by Deputy Stagg, local authority members have a responsibility to take control of their own areas. Local authority members regardless of their party membership have a democratic imperative which no bureaucrat has. I do not accept the suggestion that they must be beholding and bow down before managers. It is time local authority members used their existing powers.
