Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (2 Dec 2021)

Alan Dillon: On a similar matter, our hotels, restaurants and bars have been heavily impacted by recent changes to public health measures. I am aware of many businesses throughout Mayo that have had their Christmas trading significantly reduced, with high levels of cancellations, following those changes. It is one thing to see a change in public behaviour but the reduction in the EWSS is rubbing salt...

Vote 9 - Revenue Commissioners
Chapter 12 - Controls over the Temporary Wage Subsidy Scheme
Chapter 13 - Revenue's Management of Suspicious Transactions Reports
(2 Dec 2021)

Alan Dillon: I thank the witnesses for joining us and acknowledge Revenue's contribution in the delivery of crucial services, on behalf of the Government, during the pandemic. I will start by focusing on compliance checks. The committee recognises the great work that has been undertaken by Revenue with 99.5% compliance checks in operation, as referenced in the opening statement. How many cases has...

Vote 9 - Revenue Commissioners
Chapter 12 - Controls over the Temporary Wage Subsidy Scheme
Chapter 13 - Revenue's Management of Suspicious Transactions Reports
(2 Dec 2021)

Alan Dillon: I understand that. I am trying to figure out the amount of correspondence that Revenue has had with multiple employers, in the early exchanges, to make them aware of their eligibility, which we all understand was self-assessed and administered by Revenue. How many cases have been escalated by Revenue to an investigation? Is it anticipated that the number will continue to increase as we...

Alan Dillon: What is the current level of compliance with the eligibility review form measure? What have the Revenue Commissioners seen as the method has been modified and changed to safeguard the integrity of the EWSS? What do the Revenue Commissioners anticipate will happen again as we look to transition out of the EWSS next April?

Vote 9 - Revenue Commissioners
Chapter 12 - Controls over the Temporary Wage Subsidy Scheme
Chapter 13 - Revenue's Management of Suspicious Transactions Reports
(2 Dec 2021)

Alan Dillon: Could we go sector by sector seeing an impact from Covid-19 restrictions? Is an approach being taken to review this sector by sector? We know, for example, the construction sector has no restrictions now but there is a very high number of employers and employees there in claims for EWSS. What are the Revenue Commissioners doing in this respect? How many staff are being deployed in order...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Elimination of Abuse Towards Referees, Officials and Players in Sport: Discussion (1 Dec 2021)

Alan Dillon: I thank all our witnesses for their contributions. I come from a GAA background and am lucky to have had the privilege of representing both my club and my county, Mayo. I have seen first hand the importance sport and the GAA have in our lives and the importance of sport in our society. I acknowledge the huge contribution our match officials play. We might not agree with them at all times,...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Elimination of Abuse Towards Referees, Officials and Players in Sport: Discussion (1 Dec 2021)

Alan Dillon: I certainly welcome that. If there are more than 3,000 referees under the remit of the GAA and three cases, it is probably an issue that needs further consideration. With regard to how the CCCs deal with these cases and their reporting structures, it seems the GAA is soft in its disciplinary sanctions. Does Mr. Ryan agree with this?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Elimination of Abuse Towards Referees, Officials and Players in Sport: Discussion (1 Dec 2021)

Alan Dillon: Do we have an example of enforcement of the disciplinary procedures to ensure rules on verbal or physical abuse are dealt with? Are there examples of what has been imposed on clubs, players, officials or supporters in recent times? I will open those questions to the FAI and IRFU, as well.

Ceisteanna Eile - Other Questions: Third Level Education (30 Nov 2021)

Alan Dillon: I note there is a comprehensive list of approved institutions that can access the student assistance fund. I am seeking clarity on some of the plans progressing in the Minister’s Department. Several technological universities already exist and, as the Minister mentioned, the new Atlantic technological university, ATU, is coming on stream, driven by the Minister’s excellent...

Ceisteanna Eile - Other Questions: Further and Higher Education (30 Nov 2021)

Alan Dillon: I am asking this question on behalf of Deputy Carroll MacNeill. As the Minister will recall, Speak Out is an online, anonymous reporting tool for incidents of bullying, harassment, discrimination, assault, sexual harassment and sexual assault. It is being led by the Psychological Counsellors in Higher Education Ireland, PCHEI, group. Following the Minister’s launch last month of...

Ceisteanna Eile - Other Questions: Further and Higher Education (30 Nov 2021)

Alan Dillon: It is a great initiative and it is fantastic to see a national roll-out of this tool. That is certainly aligned with the ethos of cross-institutional collaboration in response to misconduct in the higher education institutions. This aspect is very welcome. Depending on the impact of the initiative, and its success in combating this behaviour, I hope that we will see the number of...

Ceisteanna Eile - Other Questions: Further and Higher Education (30 Nov 2021)

Alan Dillon: I thank the Minister. We must ensure that the Speak Out tool will be therapeutically beneficial to those speaking out. The hope is that engagement with the tool will encourage those using it to seek support. Support and intervention in this regard are crucially important. Most important of all, however, support services must be provided to those speaking out, once they have submitted a...

Ceisteanna Eile - Other Questions: Third Level Education (30 Nov 2021)

Alan Dillon: I am asking this question on behalf of Deputy Cannon. We must make every effort to ensure that students can remain in college, even when they are facing financial difficulty. Many of their part-time employment opportunities were removed as a result of Covid-19 and we now see the impact this is having on their personal finances. It is important that we have a clear picture of where funding...

Ceisteanna Eile - Other Questions: Third Level Education (30 Nov 2021)

Alan Dillon: I thank the Minister and acknowledge the great strides he is making in ensuring that people have access to further and higher education and the options he has put in place over recent months. The recent reform of the SUSI grant and the CAO process are very welcome developments. I would appreciate some further information on the breakdown of the student assistance fund. The Minister gave us...
