Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (24 Oct 2018)

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (24 Oct 2018)

Thomas Pringle: Is the onus always on the communities to see the potential, develop it and put it forward rather than on the Department stating that something works and the communities should go for that?

Written Answers — Department of Communications, Climate Action and Environment: Carbon Tax Implementation (24 Oct 2018)

Thomas Pringle: 280. To ask the Minister for Communications, Climate Action and Environment further to Parliamentary Question No. 196 of 17 October 2018, if he will provide all correspondence; and if he will make a statement on the matter. [44168/18]

Joint Oireachtas Committee on Agriculture, Food and the Marine: Engagement with Chairman of Teagasc (23 Oct 2018)

Thomas Pringle: I take this opportunity to wish Mr. Herlihy well as chairman of Teagasc and in its ongoing work. I apologise if some of my questions repeat what others have asked. I wish to ask specifically about climate change and Teagasc's role in that regard. Much of the research on Teagasc's website appears to be at a very early stage in terms of establishing the extent of the problems. What...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Engagement with Chairman of Teagasc (23 Oct 2018)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Engagement with Chairman of Teagasc (23 Oct 2018)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Engagement with Chairman of Teagasc (23 Oct 2018)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Engagement with Chairman-Designate of Bord na gCon. (23 Oct 2018)

Thomas Pringle: I am unusual in not having a clue about dog racing. There is no track close to my area. The track in Lifford is the only one in County Donegal and I think it is in bother. This might seem like a stupid question. Mr. Nyhan talked about the crisis being at the level of the tracks, race meetings and stuff like that, but according to the annual reports for 2014 to 2017, inclusive,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Engagement with Chairman-Designate of Bord na gCon. (23 Oct 2018)

Thomas Pringle: So would I.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: I thank the Minister for his update on the licensing review procedure. I have a number of questions on the process. I understand why it is taking such time to carry it out. There has been a backlog because testing had to be done. I said to the Minister's predecessor that I understood this was preparation for the roll-out of an EU-wide system of licensing. I was referring to this island...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: Yes, but it does not provide funding for them as well. That is an important difference.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: I believe it is in conflict with the role to determine licences. It is exactly the Department's role to get as much funding as possible for the industry but it should not also be licensing the operators. The licensing system should be independent of the Department.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: I had two questions earlier relating to the role of the EU and the European Commission in enforcing this licensing procedure. Will the Minister expand on that? With regard to the updating of this information for future licences-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: Will the Minister provide an update on information for future licences? If a person has a ten-year licence now and has to reapply for another licence in ten years, the environmental information that that person has now will be out of date and presumably will have to be updated.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: That is what I wanted to check.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Review Process: Minister for Agriculture, Food and the Marine (23 Oct 2018)

Thomas Pringle: There is an issue relating to the EU too. The Minister said Scotland has its own licensing process. We were told by the previous Minister that the EU was using Ireland as a template to roll out across the EU. If our system is so rigorous that it takes years longer than Scotland, how can that be? Either the Irish system is-----

Thomas Pringle: So these are multiple cases where this is okay.
