Ceisteanna - Questions - Priority Questions: Public Transport (29 Apr 2015)

Timmy Dooley: As we face into this holiday weekend our entire public bus network will grind to a halt because of the actions of the Government in attempting to follow the ideological path of privatisation. What do Fine Gael and its Labour Party colleagues in government intend to do to address the very severe impact this strike will have on commuters and tourists? Obviously, it is not just this weekend;...

Ceisteanna - Questions - Priority Questions: Public Transport (29 Apr 2015)

Timmy Dooley: The Minister's privatisation strategy is in a shambles. Last night, in an effort to placate the concerns of drivers at the two companies, he said that no driver would have to transfer in the event of the route being lost to a private competitor. In effect, what he intends to do is place an additional burden on the balance sheet and books of Dublin Bus and Bus Éireann, making them less...

Ceisteanna - Questions - Priority Questions: Public Transport (29 Apr 2015)

Timmy Dooley: What the Minister failed to say is that the 2008 Act is the consequence of a 2007 directive from the European Commission which the European Parliament supported at the time and which was a requirement on the State. The Fianna Fáil strategy in dealing with it, in agreement with the unions, was that the competitive tendering process would only be in place for new routes and would not...

Ceisteanna - Questions - Priority Questions: Public Transport (29 Apr 2015)

Timmy Dooley: I wish to ask the Minister when his Government is going to reappoint the Minister of State and show up the Labour Party for what it has perpetrated on the workers and the Irish people by giving to believe, through its programme for Government, that it somehow cared about public transport. When the going got tough, when the deal was done and Fine Gael's privatisation agenda was firmly on...

Joint Oireachtas Committee on Transport and Communications: General Scheme of Road Traffic Bill 2015: Discussion (Resumed) (22 Apr 2015)

Timmy Dooley: I thank both parties for their thoughtful presentations. It is very helpful to our work in ensuring we resolve most of the issues in the development of the legislation at the pre-publication stage rather than through amendments later. One of the most significant issues that has bedevilled drink-driving laws for many years is challenges in the courts as to how a garda formed the opinion...

Joint Oireachtas Committee on Transport and Communications: General Scheme of Road Traffic Bill 2015: Discussion (Resumed) (22 Apr 2015)

Timmy Dooley: Is it wishful thinking on the Government’s behalf to create the algorithm in that device when the data is not available?

Joint Oireachtas Committee on Transport and Communications: General Scheme of Road Traffic Bill 2015: Discussion (Resumed) (22 Apr 2015)

Timmy Dooley: I welcome that notion, because of the ever-changing list of drugs. When it comes to alcohol testing, there is a specific sliding scale based on the concentration of alcohol in blood or urine. Do the delegations support the same type of sliding scale based on concentration? How will it be monitored?

Joint Oireachtas Committee on Transport and Communications: General Scheme of Road Traffic Bill 2015: Discussion (Resumed) (22 Apr 2015)

Timmy Dooley: I am concerned that this will be significantly challenged in the courts. The taking of illicit drugs is obviously prohibited by law. However, the legislation is about preventing accidents on the roads. For somebody who may have taken cannabis yesterday, if there are traces in their bloodstream today, they could find themselves in trouble.

Joint Oireachtas Committee on Transport and Communications: General Scheme of Road Traffic Bill 2015: Discussion (Resumed) (22 Apr 2015)

Timmy Dooley: I am talking about the proportionality of the measure. The crime committed may involve illicit drugs, but what is a proportionate response to somebody who may have consumed an illicit drug yesterday but whose driving is not impaired today? I am not an expert on this subject; I am just asking the question.
