Verona Murphy: The point on the discounts is that TII is giving out gold-plated contracts in that Mr. Masterson is telling me it cannot force the operators to institute the 10% discount, in the same way that there are express lanes all over Europe for trucks. They do not stop: a barrier lifts 100 yards from where a tag is recognised, in which case there is no waste of fuel or buildup of nitrogen oxide...
