Donnchadh Ó Laoghaire: I will be brief enough. I have two questions on this Vote. I refer to Garda pay and numbers in a general sense. It has been indicated that the 2021 target is 15,000 sworn members of the Garda. It is not terribly far off that or it will not be at the end of this year by my understanding. Having said that, from my conversations with gardaí in Cork and I am sure it is the case...

Donnchadh Ó Laoghaire: The Minister will be aware I have put down several parliamentary questions on Forensic Science Ireland. My understanding is that it has embarked on a second recruitment campaign in recent years. The previous one met some difficulties because applicants did not have previous experience reflected in their pay and conditions and other similar considerations. Is the Minister satisfied with the...

(18 Apr 2018)

Donnchadh Ó Laoghaire: The Minister did not address two of my questions. The first was when will the decision support service be delivered. Will it be possible to deliver that in 2018? Second, the question I asked on Forensic Science Ireland was not about bricks and mortar, it was about staffing. There was an issue in the previous recruitment campaign that insufficient applicants had applied and that not enough...

Data Protection Bill 2017 [Seanad]: Second Stage (17 Apr 2018)

Donnchadh Ó Laoghaire: Ba mhaith liom fáilte a chur roimh an Aire. Beimid ag obair leis go pointe áirithe. Tá roinnt amhrais orainn faoi chuid mhaith den Bhille. Déanfaimid iarracht déileáil leis na deacrachtaí sin trí leasuithe a mholadh ar Chéim an Choiste. This is significant, complex and lengthy legislation. From our point of view there are still many concerns....

Other Questions: Garda Reports (17 Apr 2018)

Donnchadh Ó Laoghaire: 41. To ask the Tánaiste and Minister for Justice and Equality his views on the report by An Garda Síochána in relation to an incident (details supplied) in County Louth; and his further views on the need for a public inquiry into the matter. [16541/18]

Other Questions: Garda Reports (17 Apr 2018)

Donnchadh Ó Laoghaire: The Minister published in the past month the report of a review into events in Omeath in October 2015 in which Garda Tony Golden was killed, Siobhán Phillips was previously wounded and Cravan Mackin took his own life. It was a shocking case. Garda Tony Golden was a very popular community garda. I would like to hear the Minister's response to the need for a public inquiry into this...

Other Questions: Garda Reports (17 Apr 2018)

Donnchadh Ó Laoghaire: I would agree it is the case that the report clearly underlines that Garda Tony Golden was beyond reproach and a very valuable community garda. Notwithstanding that, significant matters of public interest are raised by the report and the events in Omeath in 2015. The report acknowledges, in particular, that the two incidents of domestic violence were not recorded properly by the Garda and...

Other Questions: Garda Reports (17 Apr 2018)

Donnchadh Ó Laoghaire: The Minister spoke of allegations but what I quoted are statements of fact outlined in the Garda's report. The Minister has repeatedly made reference to GSOC. It is stating very clearly that it does not have the resources or the capability to reach this. That is not a satisfactory answer for the family or with respect to the matters of public interest. This is clearly an issue that needs...

Priority Questions: Rape and Sexual Offences (17 Apr 2018)

Donnchadh Ó Laoghaire: 33. To ask the Tánaiste and Minister for Justice and Equality if he will report on the proposed review of rape and sexual offences trials; the terms of reference and scope of the review; and his plans to consider matters such as consent in co-operation with other Departments and legal representation for defendants. [16606/18]

Priority Questions: Rape and Sexual Offences (17 Apr 2018)

Donnchadh Ó Laoghaire: The trying of sexual offences and rape cases has been much discussed in recent times. While some of it relates to a case taken outside this jurisdiction, it is still a fact that the number of cases brought in this jurisdiction from complaint to criminal conviction is very low, at in or around 8%, and that there are deficiencies and problems in how cases are tried. I wrote to the Minister...

Priority Questions: Rape and Sexual Offences (17 Apr 2018)

Donnchadh Ó Laoghaire: I thank the Minister, but it is important that people outside the House have a clear understanding that this will not be a box-ticking exercise in response to events and that this could end up as being just another report. We must ensure it will be a report that delivers. The number of complaints that proceed to a conviction is about 8%, which is extremely low. The recent revelations on...
