James Bannon: Even today the Taoiseach said that for 25 years he has been either part of the Cabinet or on the Front Bench. The health boards have not been set up all that long. Consider how many years Fianna Fáil and the Progressive Democrats have been in Government since the health boards were set up in the 1970s.
