Neasa Hourigan: By picking out who is providing the service, the current legislation implies the status quois not to provide the service, giving a list of people who will. Surely we should flip that so the status quois the provision of a basic service of abortion care and if someone chooses to refuse, as an individual not as an institution, he or she would go on a database.
