- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: IDA Ireland Jobs Data (3 Dec 2019)
Imelda Munster: We have long been successful in attracting FDI, particularly through the work of IDA Ireland and by offering low corporation tax rates and other questionable tax incentives to foreign companies. In fact, we overly rely on FDI. Our economy is over-reliant on a small number of multinational corporations in the context of the tax take. Some 45% of the total corporation tax take for 2018 came...
- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: IDA Ireland Jobs Data (3 Dec 2019)
Imelda Munster: I know there is no legal obligation to provide that information but as companies in receipt of State funding, grants and questionable tax incentives, one would imagine that the Department or IDA Ireland would be delighted to give out the information on pay scales, even if only to prove they are providing quality jobs. I want to give the Minister another example. National Pen in County...

- Public Accounts Committee: Business of Committee (28 Nov 2019)
Imelda Munster: I was flicking through the report that we received at 8.27 this morning, at the 11th hour, to say the least. On page 7 in the report, in the last paragraph, Mr. Finnegan states that: "I was advised that the estimated cost was €230,000", but he does not say when he was advised of that. Did he know about this when he was before the committee on 11 July? In the next sentence, Mr....
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (27 Nov 2019)
Imelda Munster: I want to raise the case of Hannah Donnelly from Drogheda again. She has been in hospital since March 2017. In March 2018, medical opinion stated that the best place for her was at home. For the past 19 months, Hannah Donnelly has lain on a hospital bed waiting for a home care support package. Hannah is 18 years of age. She was at home for a few hours last week and was heartbroken that...

Imelda Munster: I would like the Taoiseach to look at the picture of Hannah I have to hand. She is 18 years of age. Can the Taoiseach tell me when she will get her discharge date and when will she get her home support package?
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (27 Nov 2019)
Imelda Munster: I know it is not a question but it is also not custom to have an 18 year old child lying in a hospital bed for 19 months waiting on a home care package.
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (27 Nov 2019)
Imelda Munster: It is not good enough. It is inhumane and cruel.

Imelda Munster: 250. To ask the Minister for Transport, Tourism and Sport the status of the voluntary river rescue in view of the fact that the Coast Guard has been stood down; if the river rescue will now be the first port of call of An Garda Síochána in the event of a marine casualty situation or emergency; and if he will make a statement on the matter. [49259/19]

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)
Imelda Munster: Page 5 of the document furnished to the committee flags that the proposed legislation does not make provision for low-skilled workers. I am curious and seek the opinion of the deputation on this point. Is it the fact that there are such low standards in these sectors? Is that the reason there is such a shortage of staff?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)
Imelda Munster: Why does Dr. McGann think they are not getting the take-up from the local population? What are the barriers? Could it be low pay?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)
Imelda Munster: I suppose the same could be said in response to the Irish Hotels Federation submission. If we are looking at giving out permits we would need to be confident that the pay would be sufficient for people to live on. In the hospitality sector, we would need to be confident that people who would come here on a work permit would be given sufficient hours instead of these zero-hour or six hour a...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)
Imelda Munster: Given that the witnesses have flagged up the fact about the low-skill workers, the reality on the ground is that a substantial part of the reason people are not taking up those jobs is the low pay and the lack of a guarantee of sufficient hours to get by. That is the reality.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)
Imelda Munster: I was just flagging up that IBEC itself had raised the fact that the legislation does not make provision for low-skilled workers. It is an ongoing, continuous shortage. Do we need to have a conversation about low pay in the State rather than lobbying for permits to bring workers in? Is that the conversation we need to have?

Imelda Munster: On the seasonal work visas, ICTU flagged up alignment with mainland European standards and that there should be a widespread review of all aspects. Dr. Rigney also stated there are other areas in which we fall behind other EU countries. Dr. Rigney referred to redundancy rights and the right to collective bargaining. What are the other areas?
