Michael Fitzmaurice: I did not ask that. I asked about circumstances in which a licence is issued by the council to a practitioner who has the certification and everything.

Michael Fitzmaurice: In such circumstances, the council is saying that the practitioner, as the only person who has the licence, is the only one who can charge. Alternatively, someone who is working for a vet might be a vet. Is the council stating that a vet who is working for someone who is not a vet should not be paid?
