- Written Answers — Department of Justice and Equality: Gambling Legislation (7 Nov 2017)
David Stanton: I propose to take Questions Nos. 483 and 484 together. The General Scheme of the Gambling Control Bill was published in July 2013 following approval by the Government. The Bill, as proposed, will update all existing laws on the regulation and licensing of gambling activities, including betting and gaming. The Scheme does not include the National Lottery whose activities are separately...
- Written Answers — Department of Justice and Equality: Asylum Seeker Accommodation (7 Nov 2017)
David Stanton: As the Deputy is aware, the town in question is the location of an Emergency Reception and Orientation Centre (EROC). An EROC is primarily concerned with accommodating recently arrived Syrian refugees and asylum seekers and providing them with a range of services before they are resettled in local communities nationwide. When these individuals...

- Seanad: Criminal Justice (Victims of Crime) Bill 2017: Motion (26 Oct 2017)
David Stanton: I appreciate why the original amendment on training was tabled. The debate was very useful. Training is fundamental to the delivery of rights and supports to the victims of crime, which is what this Bill is all about. The Government is in complete agreement that training and information on same must be publicly available, which is already happening. As I said previously, training is being...

David Stanton: I thank the Cathaoirleach.
- Seanad: Criminal Justice (Victims of Crime) Bill 2017: Motion (26 Oct 2017)
David Stanton: I thank Senators for their positive comments and support for the Bill. As I said the last time I was here, there were very good reasons the Government was not supporting this particular amendment. The Law Society of Ireland and the Bar Council are representative bodies and it would have placed a statutory duty on those, and the judicial studies institute no longer exists. The Government...
- Seanad: Criminal Justice (Victims of Crime) Bill 2017: Motion (26 Oct 2017)
David Stanton: If the Senator is happy, I will come back to him with a note on that.
- Questions on Promised Legislation (25 Oct 2017)
David Stanton: I am glad to report that the courts and civil law (miscellaneous provisions) Bill is being drafted. The Bill will update and modernise the Gaming and Lotteries Act 1956 and the Betting Act 1931. The gambling control Bill itself is also being progressed following a great deal of research and detailed work and I hope to have both Bills before the House in the next session.

David Stanton: I am very pleased to be back in the Seanad to discuss this Bill in the names of Senators Ivana Bacik, Kevin Humphreys, Gerald Nash and Aodhán Ó Ríordáin. I congratulate Senator Lorraine Clifford Lee on the birth of her little boy. It brings to mind the issue of maternity and paternity leave for politicians, an issue on which we should focus at some stage with a view to...
- Seanad: Irish Human Rights and Equality Commission (Gender Pay Gap Information) Bill: Committee Stage (25 Oct 2017)
David Stanton: I thank Senator Ivana Bacik for the work and thought she has put into the Bill. As a matter of interest, I am really taken by the naming and faming idea. As it happens, I was at the signing this morning of the Diversity Charter for companies. Some 51 companies were involved and six more joined this morning. They are talking about having a standard diversity mark for companies which they...

David Stanton: I may bring forward amendments to this section on Report Stage.
- Written Answers — Department of Justice and Equality: Deportation Orders (25 Oct 2017)
David Stanton: It is important that a clear distinction is made between those who are seeking International Protection and those who, after having exhausted all due process, are issued with a Deportation Order, and by law are obliged to remove themselves from the State. RIA accommodation is offered to those in the protection process (‘asylum seekers’) and it is up to each applicant if...

- Criminal Justice (Victims of Crime) Bill 2016: From the Seanad (18 Oct 2017)
David Stanton: I thank the Deputy for his further input. We are anxious that this Bill be passed as soon as possible. Its purpose has been to provide the court with some guidance in...

- Criminal Justice (Victims of Crime) Bill 2016: From the Seanad (18 Oct 2017)
David Stanton: I move:That the Committee do not agree with the Seanad in amendment No. 30 to the Criminal Justice (Victims of Crime) Bill 2016. The Government opposed this amendment in the Seanad. It requires a number of bodies, statutory and non-statutory, to report on training provided in accordance with the Bill and the EU directives. We agree that training is fundamental in delivering on the rights...

The rights provided for in this Bill will make a very real difference to the experiences of victims in the criminal justice process. The Bill has been drafted and improved upon with the assistance of many people and organisations. I would like to record my thanks and those of the Minister for Justice and Equality to all those...

We will all have seen the reports which emerged on Monday, while Hurricane Ophelia battered our shores, of a number of persons who took to the sea...
