Order of Business (11 Dec 2009)

Andrew Doyle: As the House is graced with the presence of the Minister for the Environment, Heritage and Local Government, may I ask if he plans to introduce legislation to allow for a shared equity purchase scheme for homeowners, either new or existing, notwithstanding the fact that the Government rejected a Fine Gael proposal in the NAMA Bill for a home protection bond which would have allowed this...

Order of Business (11 Dec 2009)

Andrew Doyle: I do not see it on the list and this is the reason for my question.

Order of Business (11 Dec 2009)

Andrew Doyle: I understand that but it is not too often the House is graced with the presence of the Minister for the Environment, Heritage and Local Government for the Order of Business.

Order of Business (11 Dec 2009)

Andrew Doyle: The Minister is not even listening.

Financial Resolution No.5: General (Resumed). Debate resumed on the following motion: (10 Dec 2009)

Andrew Doyle: Hear, hear.

Financial Resolution No. 2: Excise (Mineral Oil) (9 Dec 2009)

Andrew Doyle: I am not sure whether what the Minister for the Environment, Heritage and Local Government put forward was a low-carbon or a high-carbon smokescreen. However, I am taken aback by the elation shown by the members of this party because it appears, at long last, that they have had something placed on the agenda for which they can claim credit. Two years ago, Members were asked to traipse over...

Financial Resolution No. 2: Excise (Mineral Oil) (9 Dec 2009)

Andrew Doyle: Deputy Gogarty is talking absolute nonsense. I referred to conventional, not intensive, farming methods. He should get out of his bloody back garden in Lucan and try producing food for the masses.

Written Answers — Medical Training: Medical Training (8 Dec 2009)

Andrew Doyle: Question 61: To ask the Minister for Health and Children the action she will take to increase the number of general practitioner training places in 2010; the discussions the Health Service Executive have held with the Irish College of General Practitioners in relation to same; if additional resources will be made available for this; and if she will make a statement on the matter. Written Answers — Benchmarking Awards: Benchmarking Awards (3 Dec 2009)

Foreshore and Dumping at Sea (Amendment) Bill 2009 [Seanad]: Committee and Remaining Stages (3 Dec 2009)

Andrew Doyle: I support this amendment. Unless amendments such as this are incorporated in the Bill, it is a wasted opportunity and time will be lost. I could not agree more with Deputy Barrett's contribution. Instead of abolishing the Department of the Marine, we should have enhanced its role to include natural resources and developed that area. Some 93% of the territory of the country is under water,...

Climate Change: Statements (Resumed) (2 Dec 2009)

Andrew Doyle: First, I welcome the opportunity to speak on this subject. It is appropriate to do so on a day when Members have been debating a Planning and Development (Amendment) Bill, in which much emphasis has been placed on flooding. As this is deemed to be a symptom of climate change, it highlights the importance of this discussion. In addition, today saw the launch of the report, Meeting Ireland's...

Written Answers — Departmental Agencies: Departmental Agencies (2 Dec 2009)

Andrew Doyle: Question 49: To ask the Tánaiste and Minister for Enterprise, Trade and Employment if the granting of pension top ups and discretionary payments to the former chief executive of FÁS was in accordance with the FÁS superannuation scheme; and if she will make a statement on the matter. [44534/09]

School Discipline. (1 Dec 2009)

[44245/09]

[44403/09]

Social Welfare Benefits. (26 Nov 2009)

Andrew Doyle: Against a background of budgetary constraints and challenges to all sectors of public spending, we must first look for value for money. It is calculated that there are approximately 161,000 carers who provide 3.7 million hours of home care a week and probably no more than 30,000 to 35,000 of those qualify for carer's allowance in the first instance. This represents a saving to the State of...

Food Safety. (26 Nov 2009)

Andrew Doyle: Something is amiss. If this turns out to be a health issue and the bacterial counts of these samples are proved to be in excess of what is humanly safe, the Minister of State is complicit in covering up results by saying he has sought further more detailed information. If we should be aware of the preliminary findings, surely the Minister of State and the Food Safety Authority of Ireland...

Food Safety. (26 Nov 2009)

Andrew Doyle: Will the Minister of State confirm that those findings will be published? On the issue of the shelf life of products, what the Minister of State said is all very fine, if one knows the slaughter date. The evidence is that chicken fillets are gas-flushed on the seventh day of shelf life of the product. Immediately the seal is broken on the wrapping of a product, the product is out of date.

Food Safety. (26 Nov 2009)

Andrew Doyle: That is key to this issue. We do not know the slaughter date of such products, nor their country of origin. Why did we get two different answers on this issue last week? The FSAI convened a meeting of the suppliers and the retailers on this issue last April. It said it had no legal power to ban such a practice. The caveat here is that the retailer should have a scientifically valid way of...
