Cian O'Callaghan: I move amendment No. 23: In page 7, line 31, after “regulations” to insert “subject to approval by Dáil Éireann”. All of these amendments relate to ministerial guidelines and seek to ensure that those guidelines would be subject to approval by Dáil Éireann to give them proper democratic input and oversight.
