Kevin Humphreys: Thank you, Dr. Kelly.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Decision-Making Processes: Discussion with An Bord Pleanála (9 Oct 2012)
Kevin Humphreys: There is a difference between a once-off development, a small extension or house and a major development. Local authorities do not get the true cost of examining a large development planning permission application. I am trying to differentiate between an extension to a house and a shopping centre or major housing estate development to get some type of reimbursement for the time and cost of...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Decision-Making Processes: Discussion with An Bord Pleanála (9 Oct 2012)
Kevin Humphreys: How will that be benchmarked?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Decision-Making Processes: Discussion with An Bord Pleanála (9 Oct 2012)
Kevin Humphreys: I welcome the delegation. I compliment the inspectors for the courtesy they show, especially during oral hearings. Over the past ten years I attended several of these and the professionalism shown by staff has been excellent. The board should be very proud of the way they treat the public, especially people without expertise in planning. They give time and consideration in hearing their...
- Philanthropy and the Arts: Statements (3 Oct 2012)
Kevin Humphreys: I compliment the previous speaker on his contribution. His love of the arts is evident and I say "well done". I very much appreciated his contribution. I will probably talk in the cold hard facts of cash-----
- Philanthropy and the Arts: Statements (3 Oct 2012)
Kevin Humphreys: -----rather than the beautiful arts, and in that way our contributions will balance each other.
- Philanthropy and the Arts: Statements (3 Oct 2012)
Kevin Humphreys: With funding from the State to the arts under extreme pressure, it is important we put in place structures to encourage people - wealthy people - to donate money to the arts. That facility must be open to everyone. The philanthropy leverage initiative is welcome and I hope it succeeds in encouraging more donations to the arts and cultural sector. Corporate sponsorship has been a great...

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: I thank the witnesses for their presentation which I am sorry I was not here for as I was delayed at another meeting. They might indicate if I ask them questions they have dealt with already and I will get the information from the Official Report. On the presentation, the agency is using outside experts to assess the suitability of any such lending approved housing body for a loan. It is...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: On the approved housing agency, is the agency still giving 100% loans to those for developments?

Kevin Humphreys: What about the last four that were approved?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: From reading the report a few questions arose. The agency seems to be renegotiating and rolling over. Is its approach to renegotiate rather than default? Would that be what I should understand from the annual report?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: The agency renegotiated €155.43 million up to 31 December, and that was rolled over from January to 1 July 2012. Was that renegotiated, to use Mr. O'Leary's term?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: What Mr. O'Leary is saying is that that €155.43 million has been moved into annuity and it is on land that will not be developed. It is a fairly heavy liability on the local authorities that had that land because they are paying interest plus capital on it.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: On land that is virtually impossible to develop.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: Do I understand that they are paying interest plus capital on that? What are the repayments of interest plus capital on that loan on an annual basis? Our interest as an environment committee is in the impact of those liabilities on local authorities in terms of the services. I am trying to get a grasp of the cost to local authorities and the €155.43 million. What percentage of the...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Discussion with Housing Finance Agency (2 Oct 2012)
Kevin Humphreys: Would that break down by local authority or will we have to seek that information from the local authorities?
