Thomas Byrne: One would be forgiven for believing this approach was already in place as the Department has issued a circular and made a public announcement on the issue. It is not in place, however. This is a case of all bark and no bite.

Thomas Byrne: This is a very important issue. Schools are waiting to find out if capitation will be increased or decreased and the Minister is not giving anything away on the issue. He has, however, raised expectations among parents that it is being deal when that is clearly not the case.
