Alan Dillon: I welcome the witnesses. Tusla was established back in 2014 under the Child and Family Agency Act 2013. Prior to this, the majority of the agency's functions were undertaken by the HSE. Why is Tusla still so reliant on the HSE to provide the various services, more than seven years after its establishment?
