Common Agricultural Policy (14 Jun 2012)

Michael Moynihan: There is no question or doubt but the negotiations going on at present in Brussels and the structures the Minister mentioned are vital for the future of Irish agriculture. Last July, to the great relief of the Irish agricultural sector, the European Commission committed itself to maintaining CAP funding at 2013 levels. From the meeting of the Oireachtas Joint Committee on Agriculture, Food...

Common Agricultural Policy (14 Jun 2012)

Michael Moynihan: The Minister spoke about the multi-annual budget being agreed in February or March and the CAP to be agreed in May. Surely there is not time for the system to be ready to go in Ireland by 1 January 2013-----

Common Agricultural Policy (14 Jun 2012)

Disadvantaged Areas Scheme (14 Jun 2012)

Michael Moynihan: The Minister said there was some confusion but that the position remains the same as was stated in the budget. The Minister applied to the European Commission for its agreement to do what he proposed on budget day, particularly in respect of the retrospective basis on which he is increasing the stocking rate. Everywhere one receives very detailed cases for force majeure, based on hardship,...

Disadvantaged Areas Scheme (14 Jun 2012)

Michael Moynihan: Is there not a huge difficulty with putting in place a retrospective basis for this scheme by using 2011 stocking densities to qualify for a 2012 scheme? As for productive farmers, I acknowledge at the outset that farming production must be increased and so on. However, people are living in great difficulty in respect of land constraint, peripheral regions, quality of land and so forth....

EU Directives (14 Jun 2012)

Michael Moynihan: From telephone conversations I had with people in Duhallow during the day, I understand the entire region could be described as a wetland at present. The difficulty concerns information. Some of the local authorities seem to have maps of what is designated as wetland but the landowner or farmer does not. Legislative Programme (14 Jun 2012)

Michael Moynihan: The important element in whatever climate change Bill is implemented is the targets in Food Harvest 2020. These were discussed during the past two years and have been the targets of both the last Government and this one, as well as the wider community within the agricultural sector. What is the timeframe for the implementation of this Bill in regard to when it will be published or...

Animal Diseases (14 Jun 2012)

Michael Moynihan: Everybody is committed to the eradication of TB. It is vitally important, particularly for suckler producers in the west who sell at the end of the year. As a farmer who had reactors on the farm last year, I understand the concerns in this regard and know full well the damage they can do. I heard the Minister speaking about the approach that is taken if there are some fields of barley,...

Beef Discussion Groups (14 Jun 2012)

Michael Moynihan: There is huge potential within the beef industry, particularly at the farm gate. There have been great advances in the dairy industry over many years and huge input from Teagasc at Moorepark and other locations. There is a huge effort to improve the quality of beef, the genetics and the raw material, for want of a better term, and this must be encouraged in every way possible.
