Seán Fleming: The Joint Committee on Finance, Public Expenditure and Reform, and Taoiseach, as that committee deals with the OPW. The OPW reports to that committee and its Estimates go through it.

Seán Fleming: We would ask it to take on board everything Mr. Morgan has said about a new agency, transfer of property, and so on. They are all policy issues for the committee.

Seán Fleming: Yes, as he is the chairman of that committee. The Committee of Public Accounts cannot take on what Mr. Morgan is suggesting. We accept his points about learning lessons, especially from the Miesian Plaza, and ensuring those lessons are embedded in all OPW projects in the future, but many of the points he made are major Government policy issues.
