Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: It is not necessarily the delay in the delivery of product A. In fact, it is perhaps product B with greater enhancements.

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: Does Ms Murphy-Fagan believe that the identification of the chart of accounts was part of the process of identifying how complex this was and how the response needed to be broader and, therefore, more expensive?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: I accept that may have been the better decision, but it does not explain the deviation from the initial budget and timeline. I accept Ms Murphy-Fagan's statement that she took external advice. When that advice was given to her and the fixed price contract was agreed, surely the level of complexity had been explored and understood? Across all of the organisations she spoke about, it was...

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: Was it the case that the person implementing the programme - or perhaps the NSSO - was too compliant with the requests of the organisational Departments? Were the demands for customisation and re-categorisation part of the issue? Could the NSSO have been more rigid and, as a result, reduced the level of complexity involved?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: Does Ms Murphy-Fagan reject the accusation that there was project creep?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: I have a final question which is a little bit out of left field. In the shared salary service provided by the NSSO, one of the Departments involved is the Department of Education. This committee has heard that more than €2 million was spent on posting payslips to 130,000 civil servants. We have been given very vague timelines on when it will be possible to change that. Can Ms...

Paul McAuliffe: Is there a reason the NSSO does not do it?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 18 - National Shared Services Office
Chapter 5 – Implementation of Financial Management Shared Services
(16 Feb 2021)

Paul McAuliffe: It is worth the committee noting that one sector of Government has 130,000 employees and incurs about €200,000 in postage while another arm of Government employs 130,000 public servants and spends €2 million on postage. That is worth reflecting on in the context of our conversation with the Department of Education. I thank the NSSO for its contribution today.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (16 Feb 2021)

Paul McAuliffe: I am first up for Fianna Fáil.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (16 Feb 2021)

Paul McAuliffe: I thank the Chairman. I confirm that I am speaking from the confines of Leinster House. As the Vice Chairman of the committee I welcome all guests today. I especially welcome Mr. O'Connor. Some 18 months ago both of us launched a discussion document on the cost rental model in Dublin City Council. It is particularly fitting that we are here now putting a legislative base on a cost rental...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (16 Feb 2021)

Paul McAuliffe: In reading the Bill there are a number of measures I am very pleased with, principally the resurrection of the 2011 affordable housing measures that were retired by the Government in 2011. I would see one of the key measures of the Bill being a supply side instrument, which is the shared equity, local authority-led affordable housing scheme. I imagine that this is one of the principal areas...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (16 Feb 2021)

Paul McAuliffe: I welcome that. I believe that the local authority-led shared equity scheme is a huge positive. It sometimes gets lost because of the shared equity loan. It would also be the cornerstone to building public housing on public land, which is a significant departure for the new Government. It is a really important measure. There has been some focus on the shared equity scheme, but would Dr....

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (16 Feb 2021)

Paul McAuliffe: Senator Fitzpatrick and I will share it.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (16 Feb 2021)

Paul McAuliffe: Regarding my second question, we have been critical of the ESRI in some ways today. Economists can only put forward the views they hold and I accept that the contribution that was made was limited to one area, but it was right for us to consider the broader issues as well. I would be interested in hearing about scaling up cost rental. It was right to say that the current supply was...

Covid-19 Vaccination Programme: Statements (11 Feb 2021)

Paul McAuliffe: I will take four minutes and leave some time at the end for the Minister's answer. Although I have raised many of these issues with him privately, I will do so here, on record. I put up a post today welcoming the Helix centre in DCU being used as one of the community vaccination hubs in my area. I was inundated by requests from people asking when they might be vaccinated. It is worth...

Covid-19 Vaccination Programme: Statements (11 Feb 2021)

Paul McAuliffe: It is.

Covid-19 (Transport and Travel): Statements (10 Feb 2021)

Paul McAuliffe: I will only use 60 seconds and leave 60 seconds for the Minister to respond, if he can. We all know that during Covid-19 public spaces have proved invaluable, yet some of them remain very unsafe as a result of illegally driven scrambler bikes. I thank the Minister and the other leaders for securing a commitment on this matter in the programme for Government. I thank the Taoiseach for the...

Written Answers — Department of Transport, Tourism and Sport: Covid-19 Pandemic (10 Feb 2021)

Paul McAuliffe: 154. To ask the Minister for Transport, Tourism and Sport the requirements regarding PPE for driving instructors when providing driver lessons, in particular face masks and hand sanitisation; and if he will make a statement on the matter. [6994/21]

Written Answers — Department of Education and Skills: Special Educational Needs Staff (10 Feb 2021)

Paul McAuliffe: 405. To ask the Minister for Education and Skills if a decision has been made regarding SNA allocations for September 2021; and if she will make a statement on the matter. [6440/21]
