Eoin Ó Broin: Removal is one thing, but the permitted destruction of an archaeological object is another. Should there not be some guidance, if not necessarily in primary legislation? In fact, regulations may be more appropriate because they can be adapted to deal with specific circumstances that may arise and may not have been considered previously.
