Pre-European Council: Statements (2 Dec 2020)

Cathal Crowe: I wish to share time with Deputy Neale Richmond.

Pre-European Council: Statements (2 Dec 2020)

Cathal Crowe: Next week’s European Council meeting will deal with the European budget and the recovery fund, but Irish eyes will certainly be focused very much on Brexit. It was such a political gamble in Britain and it is finally coming to the endgame. Following what was stated earlier today by Michel Barnier, the next 36 hours are the most crucial of all, as Britain continues to dig its heels in...

Written Answers — Department of Education and Skills: Student Grant Scheme (2 Dec 2020)

Cathal Crowe: 112. To ask the Minister for Education and Skills if the means-testing criteria of the SUSI grant for third level education can be amended in order that in situations in which one parent is on a disability payment such as an invalidity pension the student is not losing out due to overall household income. [40617/20]

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: The Minister's opening statement referred to Covid vaccinations, the thing everyone has pinned their hope on. On my way to the Dáil this morning, I heard several radio station carrying sound bites of the Minister's counterpart in Britain, Matt Hancock, announcing how they had the refrigeration facilities and the capacity to roll out a Pfizer vaccination beginning next week. A...

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: That is encouraging. The Minister’s opening statement referred to the cost to the State of PPE. There were many teething problems early on with ill-fitting gowns and gloves, and masks that were sub-specification or did not work properly. Has this supply chain changed? Have we adequate supplies at a quality that meets the needs of our front-line health staff?

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: The Minister mentioned testing and tracing. It is not his responsibility but there is optional PCR testing at point of departure at our airports. For some, it could cost €100 on top of their air ticket to fly. It is a transport issue but if it gives rise to increased Covid cases it will become the responsibility of the Minister for Health. Should testing at airports be compulsory...

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: I am sure the Minister also received the same correspondence as us today.. Many nurses have been in contact with all of us regarding their annual Nursing and Midwifery Board of Ireland, NMBI, registration charge. As a teacher, I had to pay something similar each year to the Teaching Council and one would bemoan it when one would see this letter coming in. On top of all they do in the...

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: We would be very open to welcoming the Minister back with Revised Estimates if he was to look at that €3 million charge or thereabouts because it is deserving of them all for the very tough year it has been. I wish to raise the matter of cataract care. There is a successful scheme operating in the north-west, specifically in Sligo, with backing from the Department. It is a simple...

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: Yes. It is the Sligo scheme.

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: Good.

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: Are there any timeframes for that?

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: I wish to raise statutory home care. It is another feature of the programme for Government. There has been a serious beefing up of home care hours in budget 2021. Just yesterday we had another report released, which again gives us an insight into the major strain nursing homes have been under since March. Many families with elderly people in the care of nursing homes are saying that if...

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: It would be a cost-saving measure to the State if we could keep more people out of nursing homes and going into-----

Select Committee on Health: Estimates for Public Services 2020
Vote 38 - Department of Health (Supplementary)
(2 Dec 2020)

Cathal Crowe: One of the private home care providers in the country gave me a pretty decent briefing, and we get a lot of these. Sometimes one has to let these briefings in one ear and out the other but I was told clearly that there is a significant cohort of people willing to take up employment. These people might respond to an advertisement online or in the local press that is seeking for care...

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Cathal Crowe: I welcome both Liz O'Donnell and Jerry Grant to our committee. I speak for myself but I am sure they will get unanimous ratification. We would be delighted to see them take on these new roles. I will home in on one or two small issues. I am delighted to hear that Ms O'Donnell is pushing for the appointment of 80 new driving testers because there is a very significant backlog. Families are...

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Cathal Crowe: I will direct my initial questions to Mr. Keating. There is much good work going on in the Shannon Foynes Port Company, with €8.5 billion generated through its activities, supporting 3,900 jobs. Going forward, there is huge potential on the Clare side of the estuary. That has been identified in the strategic framework. As we know, Moneypoint will be moving out of fossil fuels by...

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Cathal Crowe: If the Chairman will forgive me, I will squeeze in one more question to Mr. Keating before we wrap up. What I am hearing is that Moneypoint in Clare can take the longest vessels in Ireland. Our airports can also take the largest aircraft. The transport commission notes that there is huge potential for Clare and the mid-west going forward with air and seafaring vessels being able to come...

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Cathal Crowe: One of this committee's recommendations needs to be that we align ourselves with the planning process of eight weeks and an appeals process. It is unforgivable that projects such as this one could be delayed by five years. County Clare has lost out on key projects like those at Cahiracon and Kildysart, and this is multiplied many times over in Foynes. I am sure we will hear the same from...

Written Answers — Department of Education and Skills: Special Educational Needs (1 Dec 2020)

Cathal Crowe: 63. To ask the Minister for Education and Skills the status of the provision of ASD units in secondary schools in County Clare. [39900/20]

Written Answers — Department of Finance: Tax Code (1 Dec 2020)

Cathal Crowe: 237. To ask the Minister for Finance the options available to a person (details supplied) facing a large benefit-in-kind bill due to Covid-19; and if he will make a statement on the matter. [40325/20]
