John Brady: Who decided on the format of the Department's response to the draft report from the Data Protection Commissioner? Was the Minister aware the responses were being sent in 470 scanned and unpaginated pages? Why was it done that way? Does the Minister still believe there is no evidence of dissatisfaction with the public services card? Simple "Yes" or "No" answers will suffice.
