Seanad: Recent Education Announcements: Statements (21 Feb 2017)

Victor Boyhan: I welcome the Minister to the House and thank him for facilitating the statements on education. I took the time to look at the Action Plan for Education, particularly at the key issues for 2017. I said earlier in respect of another Minister that it is a brave thing for a Minister to set out targets, deadlines and deliveries per quarter. That is really refreshing in terms of Rebuilding...

Seanad: Commencement Matters: Bord Bia Strategy (15 Feb 2017)

Victor Boyhan: I welcome the Minister of State at the Department of Agriculture, Food and the Marine, Deputy Andrew Doyle. My focus is on getting an update. We know from A Programme for a Partnership Government that there are clear objectives to take on board the Bord Bia strategy for the period 2016 to 2018, Making a World of a Difference. I salute Bord Bia for its marketing and also its commitment to...

Seanad: Commencement Matters: Bord Bia Strategy (15 Feb 2017)

Victor Boyhan: I thank the Minister of State for his detailed response. The Bord Bia quality mark is very powerful. Auditing needs to be constant. In that context, I note that Bord Bia is to increase the number of audits. It is particularly welcome that the results will be published and placed in the public domain. It is about ensuring confidence in a really strong product and there will be knock-on...

Seanad: Order of Business (15 Feb 2017)

Victor Boyhan: I want to refer to a headline that was published in The Irish Timeslast Friday that reads: "State sent €4m in funding for migrants back to EU." The European Commission confirmed that over half the funding provided for a series of projects was returned. That is a sorry state of affairs. The general programme on solidarity and management of migration flows consists of four instruments...

Seanad: Transport and Tourism: Statements (15 Feb 2017)

Victor Boyhan: I welcome the Minister to the House. I wish to concentrate on issues around transport. I realise it is only part of the overall brief and responsibility of the Minister. I note the Minister's emphasis on the Road Safety Authority. The Minister will recall that the last time he was in the House I asked for some detail or clarification relating to vacancies for directors on the RSA board....

Seanad: Hospital Waiting Lists: Motion (15 Feb 2017)

Victor Boyhan: I welcome the Minister of State to the House. I thank Sinn Féin for using the party's time to highlight this important issue. The kernel of the Sinn Féin case is clearly set out in the motion. A total of 632,000 patients were on published and unpublished hospitals waiting lists at the end of January 2017. Under the current waiting list system, waiting lists for outpatient...

Seanad: Clarification on Statements made by the Minister for Children and Youth Affairs: Statements (15 Feb 2017)

Victor Boyhan: I warmly welcome the Minister. These are difficult days for her and for the Government as a whole, but they are exceptionally difficult days for the McCabe family. I do not doubt the Minister's empathy for them. We know that Tusla carried out covert and overt surveillance on Maurice and Lorraine McCabe and their children. This is totally unacceptable in any state. They were victims of...

Seanad: Clarification on Statements made by the Minister for Children and Youth Affairs: Statements (15 Feb 2017)

Victor Boyhan: I am referring to a request made by the McCabes. As the Minister said earlier, "they have asked if the persons who have acted as Minister with responsibility for children since 2013, among others, were "briefed formally or informally of the making of such allegations at any time by the Garda Síochána, or by the Commissioner of An Garda Síochána at any time since August...

Seanad: Clarification on Statements made by the Minister for Children and Youth Affairs: Statements (15 Feb 2017)

Victor Boyhan: Does she know? If she has an answer, she might share it with us.

Seanad: Clarification on Statements made by the Minister for Children and Youth Affairs: Statements (15 Feb 2017)

Victor Boyhan: I thank the Minister for coming in.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Business of Joint Committee (15 Feb 2017)

Victor Boyhan: Given the week that is in it, we understand.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Business of Joint Committee (15 Feb 2017)

Victor Boyhan: The Chairman will have a late night tonight.

Seanad: Order of Business (14 Feb 2017)

Victor Boyhan: I second Senator McDowell's amendment to the Order of Business. Garda Sergeant Jerry McCabe and his wife, Lorraine, have been vilified and demonised. A terrible travesty has happened to them. I do not intend to use my time here in the Senate to carry out some sort of tribunal. This afternoon I sat in the Dáil Gallery and watched the Taoiseach announce a public tribunal of inquiry,...

Seanad: Order of Business (14 Feb 2017)

Victor Boyhan: We have ideas and suggestions. We all have opinions based on the media but the media had a role in all this too and propagated all this propaganda, and very few people have said it. They too are running up and down the corridors for the sound bite and the story, and running out on the plinth. Everybody in this business has fed into it and it is a disgrace. I particularly thank Senator...

Seanad: Order of Business (14 Feb 2017)

Victor Boyhan: They deserve justice, an apology and an acknowledgement of what happened. More importantly they deserve redress. I will be interested to see the redress. I ask the Leader to confirm that the Seanad will have to approve the terms of reference. When will the Minister come to the House with the terms of reference for this public inquiry?

Seanad: Minimum Custodial Periods upon Conviction for Murder Bill 2017: First Stage (14 Feb 2017)

Victor Boyhan: I second the proposal.

Seanad: Action Plan for Rural Development: Statements (9 Feb 2017)

Victor Boyhan: I warmly welcome the Minister to the House and say that no Minister, particularly this one, needs to be lectured about rural development. She lives in a rural constituency and represents rural and urban. I have no doubt about her commitment and energy to deliver this plan. It is a balanced plan and is one that has been put down and worked out. Key objectives have been set and that is...

Seanad: Action Plan for Rural Development: Statements (9 Feb 2017)

Victor Boyhan: I did not say that.

Seanad: Action Plan for Rural Development: Statements (9 Feb 2017)

Victor Boyhan: I want to correct that. I did not say that. I want to put the record straight. Every sector should be supported, expanded and diversified. I am saying this through the Chair. We should diversify in terms of tourism on all the issues in forestry. There have been targets set by this Government to expand the forestry sector. It will need that commitment.

Seanad: Action Plan for Rural Development: Statements (9 Feb 2017)

Victor Boyhan: I am still within my time.
