- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Interim Report on National Climate Change Policy: Discussion with NESC (23 Oct 2012)
Kevin Humphreys: If we increased the grant from €3,000 to €8,000, which the report states, we could possibly do that. The plastic bag levy was effective for environmental reasons and in terms of how that money was spent. If we took part of the carbon tax and targeted it towards retrofitting, increasing the insulation of homes would reduce our carbon footprint effectively.

Kevin Humphreys: The report predicted that Ireland's 2020 targets would be reached. Does this include the forestry sink? There has been a fall-off in forestry planting. At what stage is that element? The forestry sink is allowed under the Kyoto targets but not under the EU 2020 targets. Will Mr. Cahill explain his thinking on that?

- Topical Issue Debate: Health Insurance Claims (18 Oct 2012)
Kevin Humphreys: I thank the Minister of State for his answer and I hope what he has outlined will happen. Some ten months have passed since I raised the issue and it seems that, from the response of the Minister of State, we are getting some action. Is it not a shame it took so long to get consultants to pull into line? More than 2,200 consultants work in public hospitals. They use beds for private...

Kevin Humphreys: I am grateful to the Ceann Comhairle for selecting this topical issue. I mean no disrespect to the Minister of State but I am disappointed that the Minister for Health is not present to take this. Kevin Humphreys: I welcome the reform of VECs. This has been a good couple of weeks. We have seen this Bill as well as the reform of the junior certificate and the announcement by the Minister for the Environment, Heritage and Local Government of reform of local government, all of which have been talked about for decades but did not happen. I am glad to see that the reform agenda is being pushed through. ...
- Education and Training Boards Bill 2012: Second Stage (Resumed) (17 Oct 2012)
Kevin Humphreys: And boat building. This give us an idea how VECs can change and reinvent themselves. From my experience of City of Dublin VEC, I can say VECs are reforming, innovative and enterprising. We have seen this with the roll-out of Student Universal Support Ireland, SUSI, where VECs deal with the new grants structure. We need to allow the new education and training boards to develop. When I...
