- Joint Oireachtas Committee on Health: Regulation of Residential Services for Adults and Children with Disabilities: Discussion (3 May 2017)
John Dolan: I appreciate the presentation and the work the National Federation of Voluntary Bodies has put into it. It is important to emphasise that very last paragraph which states that in the main, regulation has had a positive impact on lives and that external inspection is powerful, brings more accountability, picks up on poor practice and shines a light on issues around dignity, respect, equity...
- Joint Oireachtas Committee on Health: Regulation of Residential Services for Adults and Children with Disabilities: Discussion (3 May 2017)
John Dolan: My memory is great. It is a compliment to Mr. O'Regan.
- Joint Oireachtas Committee on Health: Regulation of Residential Services for Adults and Children with Disabilities: Discussion (3 May 2017)
John Dolan: I thank the witnesses for the strong support they have expressed here for the Adult Safeguarding Bill that was brought into existence by Senator Kelleher. Significant parts of the Disability Act 2005 are not in operation. They concern looking at a range of services and supports that people need. The advocacy side of it, in the Citizens Information Act 2007, has not been triggered. It is...

John Dolan: Yes.
- Joint Oireachtas Committee on Health: Regulation of Residential Services for Adults and Children with Disabilities: Discussion (3 May 2017)
John Dolan: I thank the HIQA team for being present today and for the presentation. Mr. Quinn referred to the knowledge and experience gained through the work and how it meant that HIQA was well placed to offer some insights into the systemic issues facing our health and social care services. Will Mr. Quinn elaborate on that? I suggest there is a strong emphasis in the work that HIQA does on the...
- Seanad: Order of Business (12 Apr 2017)
John Dolan: The Minister of State with responsibility for disability, Deputy Finian McGrath, has a longstanding passion, commitment and interest in cystic fibrosis and those who have the condition. I commend him and the Minister for Health on developments in respect of the Orkambi drug. Many people will be very relieved today and others who will be diagnosed with the condition will take comfort as a...
- Seanad: Order of Business (5 Apr 2017)
John Dolan: The first three Senators who spoke on the Order of Business - Senators Ardagh, Boyhan and Mac Lochlainn - dealt with matters relating to disability and I did not coach any of them. I have said before that social housing for people with disabilities now has a waiting list of nearly 6,000 instead of 4,000 and recent figures indicate that poverty has increased for people with disabilities....
- Seanad: Order of Business (5 Apr 2017)
John Dolan: It is the second since the Government was appointed.
- Seanad: Order of Business (5 Apr 2017)
John Dolan: It is the second this Government will introduce. It is the Government's third budget.
- Seanad: Adult Safeguarding Bill: Second Stage (5 Apr 2017)
John Dolan: I formally second the Bill. More than 100 years ago we gave asylum, in the best sense of the word, to people to protect them - people with mental health issues in the mental hospitals, people with other issues, the deaf and the dumb as people were referred to, those who were blind, and those who were regarded as imbeciles. The cost of that protection was to be apart and sundered from the...
- Seanad: Order of Business (30 Mar 2017)
John Dolan: Today is the tenth anniversary of Ireland signing the UN Convention on the Rights of Persons with Disabilities, whereby it gave a promise to the world. Our reputation is on the line but, ten years later, we have not ratified it. Many people outside the front gate today want to see ratification. We have just received the new social housing figures for people with disabilities. In 2003,...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Bus Éireann: Discussion (Resumed) (29 Mar 2017)
John Dolan: Go raibh maith agat. I thank the Minister also and I appreciate that the Minister responded back to me since the last meeting. These are very trying times for drivers and their families. They feel vulnerable, as would anyone in that situation. People who have a disability would have empathy with that situation because they are folk who feel vulnerable a lot of the time, or all of the...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Bus Éireann: Discussion (Resumed) (29 Mar 2017)
John Dolan: -----and it is the same between city and rural services. I believe it would be quite useful, and it is a matter for the committee, that there might be a dedicated space in which to look at the access issue, this year, next year or the following year and some outlining of the stepping up of access for people who have a disability.
- Seanad: Electoral (Amendment) (Voting at 16) Bill 2016: Second Stage (29 Mar 2017)
John Dolan: I commend Senators Ruane and Warfield for introducing the Bill. There is a genuine concern or conservatism which must be respected. If the banks were a bit more conservative, 16, 26, and 36 year olds would not be in the kind of trouble that they are in now. For young people, things are black and white and there is no harm in our getting a dose of black and white when considering matters....
- Seanad: Electoral (Amendment) (Voting at 16) Bill 2016: Second Stage (29 Mar 2017)
John Dolan: Tomorrow is the tenth anniversary of our signing of the UN convention. A bit like Charlie O'Connor in Tallaght, I mention the UN convention every time I stand up. The convention states that every single human being has the capacity to make decisions. I do not see how that would not apply in some decent and relevant way to youngsters that are 16 and 17 years of age.
- Seanad: Order of Business (22 Mar 2017)
John Dolan: I know the matter has already been raised by my colleague, Senator Ruane, but I am extremely disappointed, to put it mildly, and quite upset about the decision of the Dublin Institute of Technology with regard to Garda clearance for students who are on access programmes. Having said that, I have great regard for the institute. I was a student of it nocturnally many years ago. It has given...
- Seanad: Order of Business (21 Mar 2017)
John Dolan: My condolences to the McGuinness family. It has been a bad weekend in general terms for the people of Derry. I should also mention, although it has been well mentioned already, the tragedy that occurred off the Mayo coast. Today is World Down Syndrome Day. Every week, two to three women give birth to lovely little babies with Down's syndrome. Much has been done over the years to improve...
- Seanad: Rebuilding Ireland: Statements (21 Mar 2017)
John Dolan: The Minister of State is very welcome. It is good to have him here presenting this progress report. I will obviously focus on the areas of disability and mental health. There is a strong commitment in the programme for Government to ratify the United Nations Convention on the Rights of Persons with Disabilities. In this regard, I wish to mention Article 19(a), which refers to ensuring...
- Seanad: Rebuilding Ireland: Statements (21 Mar 2017)
John Dolan: The motion called for an up-to-date report after a year..
- Seanad: JobPath: Statements (21 Mar 2017)
John Dolan: I welcome the Minister to the House. I am happy to have an opportunity to be involved in this debate. Earlier the Minister said we are "experiencing a jobs-led and job-rich recovery". His comment does not resonate with the people that I am particularly interested in but I shall come back to this matter in a moment. The comments and input by Senator Ardagh strongly resonate with much of what...
