- Transfer of Execution of Sentences Bill 2003 [Seanad]: Report Stage. (27 Oct 2005)
Gerard Murphy: Fine Gael supports the input of the Irish Human Rights Commission to decide the countries to be designated. This legislation will outlive many Ministers for Foreign Affairs and these could come from different backgrounds and political perspectives. Disagreement could occur on designated countries. Deputy à Snodaigh stated that Colombia would never be a designated country.

- Transfer of Execution of Sentences Bill 2003 [Seanad]: Report Stage. (27 Oct 2005)

- Transfer of Execution of Sentences Bill 2003 [Seanad]: Report Stage. (27 Oct 2005)
Gerard Murphy: I support Deputy Costello on that issue. When we deal with the Minister for Justice, Equality and Law Reform and the Minister for Foreign Affairs, we deal with Ministers who have different opinions and come from different political backgrounds. That said the Bill will still stand which means there will be different interpretations of how justice is administered in different jurisdictions...

It is always useful to find a "purpose"...
- Transfer of Execution of Sentences Bill 2003 [Seanad]: Report Stage. (27 Oct 2005)
Gerard Murphy: I am disappointed by the Minister's response because the reasons for this amendment are quite clear and it would benefit the lay person. I am also disappointed because the Minister is never shy about taking the lead in many areas and if he took the lead on this issue other Ministers would follow suit.
- Transfer of Execution of Sentences Bill 2003 [Seanad]: Report Stage. (27 Oct 2005)
Gerard Murphy: I move amendment No. 7: In page 4, line 19, after "sentences" to insert the following: ", including those imposed outside the State". In our legislation there is a presumption against extra-territorial effect, to rebut which clear words must be used. I propose this amendment to guarantee that this Act applies to sentences imposed outside the State. I presume the Minister will have little...

- Employment Permits Bill 2005: Second Stage (Resumed). (13 Oct 2005)
Gerard Murphy: I welcome the provisions of the Employment Permits Bill 2005 as they are long overdue. While many of the provisions are welcome, the Fine Gael view is that the Bill does not go far enough. The Bill and the publicity it has received is totally misleading. Headlines such as "Immigrant workers to get work permits" are misleading. The reality is they will get a copy of the work permit which the...
