Matt Carthy: I will ask the question the other way around. A farmer from County Fermanagh travels to his local merchant who happens to be in County Monaghan. What happens in that instance when he purchases? What does the merchant in that instance do to record the fact that farmer has bought a quantity of fertiliser?
