Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight: Discussion (Resumed) (28 May 2014)

Martin Conway: I would like Ms O'Sullivan to elaborate further on it.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight: Discussion (Resumed) (28 May 2014)

Martin Conway: I thank Ms O'Sullivan for that answer. It is very welcome. I am sure as head of An Garda Síochána, Ms O'Sullivan was embarrassed to read the story in the Irish Independentand in the media in general. It might be useful for Ms O'Sullivan to state if she agrees with the Minister for Transport, Tourism and Sport, Deputy Varadkar who says the whistleblowers are "distinguished".

Seanad: Criminal Justice (Forensic Evidence and DNA Database System) Bill 2013: Second Stage (27 May 2014)

Martin Conway: Ar 10.30 a.m. amárach.

Seanad: Criminal Justice (Forensic Evidence and DNA Database System) Bill 2013: Second Stage (27 May 2014)

Martin Conway: I, too, congratulate the Minister, Deputy Fitzgerald, on her elevation to the critically important post of Minister for Justice and Equality. As the Fine Gael spokesperson on justice in this House, I look forward to having a very strong, positive working relationship with her regarding what we can do here to make the justice system better for all our citizens. It is ironic that the...

Seanad: Adjournment Matters: Orthodontic Service Waiting Lists (13 May 2014)

Martin Conway: I thank the Minister for his reply. I acknowledge that a great deal of progress has been made nationally. Unfortunately, however, there seems to be a significant number of hiccups in the health services in the mid-west. This is a very sensitive issue for the young woman to whom I referred, as it would be for any young person. I ask the Minister to request the Minister of State at the...

Seanad: Adjournment Matters: Orthodontic Service Waiting Lists (13 May 2014)

Martin Conway: Like others, I was pleased to see Deputy Flanagan become a senior Minister. It is long overdue and well-deserved. This may be his maiden visit to Seanad Éireann, since he has not served here but has always been in the other House. He is very welcome. I am tabling this Adjournment matter this evening because I visited a house where I met a 15 year old girl who has been waiting five...

Seanad: State Airports (Shannon Group) Bill 2014: Second Stage (13 May 2014)

Martin Conway: The Minister is very welcome to the House. The Bill is pertinent to the part of the country that I represent, County Clare. The Minister, although he represents himself, urban Ireland and Dublin, has shown a tremendous commitment to Shannon Airport. One would be forgiven for thinking that he possibly represents a constituency in the mid-west due to the significant commitment that he has...

Seanad: State Airports (Shannon Group) Bill 2014: Second Stage (13 May 2014)

Martin Conway: He would be very welcome to the mid-west if he ever chooses to move there. Depending on next Friday's by-election results he may opt to do so. That said, it is very welcome. When the Government entered office, the situation at Shannon Airport was critical and matters could have gone either way. There was absolutely no direction on offer and what had obtained for almost a decade was...

Seanad: Order of Business (Resumed) (13 May 2014)

Martin Conway: We need control in the House.

Seanad: Order of Business (Resumed) (13 May 2014)

Martin Conway: He is bullying some of us into silence. That is not democracy and not good enough.

Seanad: Order of Business (Resumed) (13 May 2014)

Martin Conway: Senator Marc MacSharry is a disgrace - a thundering disgrace.

Seanad: Services for People with Disabilities: Motion (7 May 2014)

Martin Conway: I apologise to the Minister of State. Unfortunately I could not get out of a prior commitment this afternoon that was ahead of the motion being tabled. I welcome to Seanad Éireann the people from the Centre for Independent Living, whom I met today, and some of the other people who have been key campaigners in the disability area, in particular Mr. John Dolan. When I arrived in my...

Seanad: Services for People with Disabilities: Motion (7 May 2014)

Martin Conway: I agree.

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Criminal Justice (Community Sanctions) Bill: Discussion (7 May 2014)

Martin Conway: That is perfectly reasonable. I thank the Law Society for the comprehensive submission. Will the witnesses elaborate somewhat on the concerns regarding the proceeds of the court poor box? What is proposed is certainly different and the issue is not left to the discretion of a judge. The money would be targeted appropriately.

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Criminal Justice (Community Sanctions) Bill: Discussion (7 May 2014)

Martin Conway: Will the witnesses elaborate on the concerns about privacy rights?

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Criminal Justice (Community Sanctions) Bill: Discussion (7 May 2014)

Martin Conway: The witnesses are aware that the committee is doing some work on restorative justice and will produce a report on that. I hope that by September or October we will see movement on it. How will the principles of restorative justice be improved in this Bill as advocated by Facing Forward?

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Criminal Justice (Community Sanctions) Bill: Discussion (7 May 2014)

Martin Conway: I was going to discuss the EU victims directive but the witness has pre-empted the next question in his comments. I hope we will see more regard for restorative practices and justice in more legislation. Some delegations have made submissions for the study this committee will complete on restorative justice and I hope we will have an opportunity in the autumn to further engage in advancing...

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Criminal Justice (Community Sanctions) Bill: Discussion (7 May 2014)

Martin Conway: I thank the four parties for their comprehensive submissions. The Minister is referring much more legislation to the committee for this type of engagement and consultation. Will Ms Counihan explain why the RCNI would not want the Probation Service to make victim impact reports? I know there is no criticism intended of the service.

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of Criminal Justice (Community Sanctions) Bill: Discussion (7 May 2014)

Martin Conway: Why would the RCNI not want that to happen?

Seanad: Order of Business (16 Apr 2014)

Martin Conway: I also welcome the Lord Mayor of Dublin, Oisín Quinn, to Seanad Éireann. He has made available his home in the Mansion House to Members many times for different events. I attended the function for Senator Whelan's book launch, at which people had a most enjoyable evening. Consequently, it is only proper that Members would welcome him to Seanad Éireann. I am sure the Lord...
