Michael McCarthy: I thank the Minister of State for his reply. I reiterate the importance of reflecting in the Bill the fundamental right of access to water which is the intention of the amendment. The Bill does not refer to this right and could take a narrow approach to it if the amendment is not considered.

I understand the context in which the Minister of State puts it and I accept his reply, but we must bear in mind that the failure to respond to the notices in question can result in jail.
