Seanad: Adjournment Matters: Garda Recruitment (10 Jun 2014)

Martin Conway: I thank the Minister of State for his response in which there are many positive aspects. All things being equal, there should be a slight discrimination in favour, if I may go that far, of a person who has had a period of unblemished service within the Garda Reserve.

Seanad: Adjournment Matters: Garda Recruitment (10 Jun 2014)

Martin Conway: I welcome the Minister of State to the House. I know he is a busy man these days. I tabled this Adjournment because a number of people, who are members of An Garda Síochána Reserve, applied to join An Garda Síochána when the recent recruitment drive took place. Thousands of people applied to join An Garda Síochána but only a couple of hundred, at a maximum,...

Seanad: Criminal Law (Sexual Offences) (Amendment) Bill 2014: Second Stage (10 Jun 2014)

Martin Conway: I am very pleased that the Government is supporting the Second Stage of this Bill. I commend Senator Zappone on the huge effort she made to bring this legislation before the Seanad. Unfortunately I could not attend the briefing in the Merrion Hotel earlier but my assistant was there on my behalf. I believe it was a very powerful and informative session. I also welcome those in the Public...

Seanad: Order of Business (10 Jun 2014)

Martin Conway: The Health Information and Quality Authority report into the accident and emergency unit at University Hospital Limerick was shocking, to say the least. It stated that the unit was not fit for purpose. The report was so bad that the chief executive of the hospital group was on local radio yesterday and felt it necessary to apologise to the people of Clare and Limerick for the...

Seanad: Order of Business (Resumed) (5 Jun 2014)

Martin Conway: I welcome the announcement of Ryanair's winter schedule which sees five additional routes compared to its winter schedule in 2013. We will see flights to Paris, Berlin, Warsaw, Fuerteventura and Cracow continuing in the winter schedule. These flights commenced in April and it was intended that they would operate just for the summer period. This is a very significant announcement, given...

Seanad: Racism in Ireland: Motion (4 Jun 2014)

Martin Conway: Yes.

Seanad: Racism in Ireland: Motion (4 Jun 2014)

Martin Conway: I move amendment No. 1: “To delete all words after “That Seanad Éireann:” and substitute the following:“notes–-that tackling racism and promoting diversity is not just the responsibility of Government: everybody in Irish society, including individuals, organisations, businesses, governmental and non-governmental organisations have a responsibility to...

Seanad: State Airports (Shannon Group) Bill 2014: Committee Stage (Resumed) (4 Jun 2014)

Martin Conway: I listened to Senators O'Brien, Power and Cullinane and I agree with some elements of their contributions. There are many people based in Shannon, Limerick and along the west coast who took retirement in good faith. They made serious life decisions on the basis of an expectation that they had going forward and it is regrettable that the airport authority has not included people with...

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: It is still good to get a refresher.

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: I am led to believe that there are. I am asking the Secretary General if he can enlighten the committee in that regard. My understanding is that the letters in question are not subject to the terms of reference of the Fennelly commission of investigation.

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: I am asking if there are other letters that would be of significant public interest and would indicate that there was a delay in the matter being brought to the former Minister's attention. With respect, the Secretary General should know if there are letters that are of significant public interest and would indicate that there was a delay in the issue being brought to the attention of the...

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: We are not allowed to speak about the Fennelly investigation. I am asking if there are other letters that should have been brought to the former Minister's attention sooner than they were prior to this particular scenario.

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: I am looking for an answer to it.

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: Was there a period when the former Minister was ill or unavailable and correspondence that should have been brought to his attention was not?

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: I appreciate I am probably over time but I have one final question. Who would make the decision as to whether something was of significant importance that the Minister should be made aware of it, even if ill?

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: Thank you.

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: I have a question.

Joint Oireachtas Committee on Justice, Defence and Equality: Guerin Report: Department of Justice and Equality (28 May 2014)

Martin Conway: Indeed. I have listened in amazement to Mr. Purcell's testimonial. I appreciate the time he has given. My question is on a letter, although not the one subject to the upcoming inquiry. Are there other letters of public interest that were significantly delayed in being brought to the Minister?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight: Discussion (Resumed) (28 May 2014)

Martin Conway: I welcome the acting Garda Commissioner, Ms Noirín O'Sullivan. What I find very interesting is the experience in other countries of dealing with the freedom of information provisions. Does Ms O'Sullivan have a view on the freedom of information provisions? Should the Act be extended to include An Garda Síochána?
