Local Drug and Alcohol Task Forces: Motion [Private Members] (7 Mar 2019)

Thomas Pringle: I welcome Deputy Joan Collins’s motion on the national drugs strategy. It has taken a back seat under Fine Gael and certainly has not recovered since recessionary cuts were made. There have been no increases in funding since 2015 despite global opium trade increasing by 65% from 2016 to 2017, the highest estimate ever recorded. Cocaine manufacturing went up 56% during 2013 to 2016,...

Ceisteanna Eile - Other Questions: Education and Training Boards (6 Mar 2019)

Thomas Pringle: I am sure the Minister of State will agree that the ability to speak the language is a factor which significantly affects a person's ability to integrate into Irish society. He has said there is a course of up to 20 hours a week for one year. From talking to members of the affected community, I know that they are unaware that this time is available to them. Most have a two or three hour...

Ceisteanna Eile - Other Questions: Education and Training Boards (6 Mar 2019)

Thomas Pringle: If the refugee or asylum seeker believes he or she can do more hours, is it open to him or her to approach the ETB to secure them? The ETB may offer them, but there is a question about whether the person has the ability to seek them. The Minister of State has said some refugees or asylum seekers may have difficulties in managing the extra time, depending on their level of education or...

Ceisteanna Eile - Other Questions: Education and Training Boards (6 Mar 2019)

Thomas Pringle: 6. To ask the Minister for Education and Skills if the number of hours made available for English courses will be considered by the education and training board in view of the fact only two hours per week are being provided; if his attention has been drawn to the benefits an increase in hours will have in order to help new communities, including refugees and asylum seekers, to integrate...

Ceisteanna Eile - Other Questions: Education and Training Boards (6 Mar 2019)

Thomas Pringle: This question relates to English language classes for the new Irish and others who come to live here. Their ability to speak the language greatly affects their ability to integrate into Irish society. It is really important to be able to do so. We need to look to expanding the service and the number of hours available.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals: Department of Agriculture, Food and the Marine (5 Mar 2019)

Thomas Pringle: I thank Dr. Beamish for his presentation. I note, however, that he thanked the committee for the opportunity to discuss recent proposals from the European Commission on fisheries. In response to the committee's request last week, the Department stated there was no point in Dr. Beamish coming here to discuss it with us because things were happening, would happen in any event or were happening...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals: Department of Agriculture, Food and the Marine (5 Mar 2019)

Thomas Pringle: Fair enough. If that is the case, I apologise. I took it to mean that it had been done and dusted and was going forward.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals: Department of Agriculture, Food and the Marine (5 Mar 2019)

Thomas Pringle: I apologise for that. To deal with the proposals, what will be involved with the potential closure of British waters? If the UK withdraws on 29 March without an agreement, its waters will effectively probably close. Can Dr. Beamish explain what must happen for that to take effect? With regard to payment from the existing EMFF for compensation, what could be the impact in terms of the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals: Department of Agriculture, Food and the Marine (5 Mar 2019)

Thomas Pringle: How likely is it that the UK will have a reciprocal arrangement when 86% of its fish is caught within its waters? We have nothing to give them, as such. I understand it is linked to other arrangements but how realistic is it that this factor will make the UK allow access?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposals: Department of Agriculture, Food and the Marine (5 Mar 2019)

Thomas Pringle: Dr. Beamish talked about compensation arrangements for working over 100 days in the fishing industry. Does that include fish factory workers? Killybegs will be severely impacted by the loss of mackerel if it happens. It would be interesting to see how it could benefit from that. Dr. Beamish talked about EU waters and that outside the 12-mile limit, there are not Irish waters but UK waters...
