Gerry Horkan: We have seen many delays in cycling infrastructure and things like the Strand Road being challenged, though the coastal mobility route, CMR, happened in DĂșn Laoghaire. Planning seems to be a bottleneck. The NTA is always saying it is awaiting planning applications and so on. Is the planning process a huge barrier to developing transport systems more quickly?
