- Joint Oireachtas Committee on Justice, Defence and Equality: Insolvency Services: Insolvency Service of Ireland (27 May 2015)
Pádraig Mac Lochlainn: No problem Chairman, but I will take as long as everybody else. I have correspondence from a personal insolvency practitioner regarding the issue of split mortgages. Many of the banks seem to have gone down the road of the split mortgage, but when the borrower reaches 70 years of age, they then try to recoup the warehoused section of it. However, it is a concern that they expect people...
- Joint Oireachtas Committee on Justice, Defence and Equality: Insolvency Services: Insolvency Service of Ireland (27 May 2015)
Pádraig Mac Lochlainn: When did the Government first approach the ISI regarding its opinion on the bank veto? I understand the service voiced its unhappiness about the veto. What was the Government's response to the issues raised?
- Joint Oireachtas Committee on Justice, Defence and Equality: Insolvency Services: Insolvency Service of Ireland (27 May 2015)
Pádraig Mac Lochlainn: Deputy Niall Collins referred to the issues arising in Limerick. In terms of the number of people who might have consulted a personal insolvency practitioner, what impact does Mr. O'Connor believe the service has made? The numbers who availed of the personal insolvency route were much lower than anticipated in the year since the legislation was introduced. In fairness, that is reflected in...

- Order of Business (27 May 2015)
Pádraig Mac Lochlainn: There are three long-delayed Bills in the justice area. The Criminal Justice (Spent Convictions) Bill is a big issue for people who were convicted of very minor offences in their youth and who now face a barrier to employment. It has been delayed for far too long. The second Bill is mediation legislation, which will be very important with regard to family law. It would mean people would...

- Other Questions: Garda Deployment (26 May 2015)
Pádraig Mac Lochlainn: I must object in the strongest terms. This session did not start until 2.03 p.m. and there are three minutes still remaining in this session under my clock because the quota from the Government side was not here. I have been waiting patiently for this question and I will adhere to the three minutes.
- Other Questions: Garda Deployment (26 May 2015)
Pádraig Mac Lochlainn: It is a point of order. There is a question here.

- Other Questions: Garda Deployment (26 May 2015)
Pádraig Mac Lochlainn: Can the Acting Chairman clarify a point of order?
- Other Questions: Garda Deployment (26 May 2015)
Pádraig Mac Lochlainn: I will not take my seat because this session was delayed by three minutes. The Acting Chairman is rewarding the Government for not getting its numbers here and denying the Opposition its chance to ask questions. It is outrageous. My point of order continues while the Ceann Comhairle is in the Chair. The Ceann Comhairle is normally very reasonable.
- Other Questions: Garda Deployment (26 May 2015)
Pádraig Mac Lochlainn: The Ceann Comhairle is normally very reasonable when it comes to the issue of time. If a session is late in starting, he allows the Opposition to have its full period for questions. One question is being denied here because the session was late in starting due to the Government quorum. I ask the Ceann Comhairle to adjudicate on this issue and allow it. I am only asking for two minutes....
