- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: I thank our guests for being in front of us. I was saying to committee members during the interval that given the scale of the financial commitment underpinning this scheme and the large number of families and homeowners it is affecting, as well as tenants in the private and social housing sectors, it would be useful if this committee as a matter of course every six months does a session...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: Regarding the issue of foundations, if core testing by the Housing Agency and engineers starts to find that it is a problem, part of the difficulty is that this is not covered under the grant, whatever the grant is. Will those reports also have the scope to be able to make recommendations to Government regarding changing the legislative basis of the scheme from a policy point of view in...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: Regarding the transitional arrangements for those who were stuck in stage one, because there now appears to be flexibility which did not exist then, applicants are obviously going to the Housing Agency. What is the expectation and timeline for decisions on those applications based on discussions with the agency?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: Martina Hegarty, who gave testimony, lives in a terrace of three. Her end house and the other end house are both in the scheme but the middle house is not eligible for the scheme because the house is not affected by pyrite. That is obviously a very precarious position because there will be two new houses, given the end houses are going to be demolished and rebuilt, that are going to rest on...

Eoin Ó Broin: Mr. Ó Coigligh is saying it does not have to be refused. There is a flexible approach from the local authorities.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)

- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: It is.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: It would be good if Mr. Ó Coigligh wrote to the committee on that point. It is quite important.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: I know it is in the guidance but it is not in the statutory instrument.

- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Eoin Ó Broin: The Pyrite Resolution Board had a good practice. I do not know if it happened biannually or quarterly but there was a standard reporting mechanism, which was useful. I am very keen for us to have the six-month report in the first instance but replicating the Pyrite Resolution Board's approach in respect of this scheme would be exceptionally useful.
- Planning and Development (Fees for Certain Applications) Regulations 2023: Motion (12 Jul 2023)
Eoin Ó Broin: On a point of order, the procedure for dealing with such motions is on foot of a motion from the Dáil. Most regulations are discussed at committee and only after that discussion at committee is a motion brought forward to the House to deal with the regulations either with or without debate. In this instance that process has not been properly followed. We only discussed the regulations...

- Planning and Development (Exempted Development) (No. 4) Regulations 2023: (12 Jul 2023)
Eoin Ó Broin: The Minister of State's response misses the point, which is there should not be a motion on the Order Paper today that was tabled prior to the committee meeting. The procedure is that the committee discusses regulations and on foot of that discussion a motion is then sent from the committee to the Dáil, which originally sent the committee the regulations, with regard to the motion being...

- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (12 Jul 2023)
Eoin Ó Broin: Members of the Not Our Fault - 100% Redress campaign are yet again outside this building calling on the Government to take action on the issue of defects. As the Taoiseach will know, it was more than two years ago that the Minister, Deputy O'Brien, announced the establishment of the working group on Celtic tiger-era building defects. It has been a year since that group's report was...
