Paul McAuliffe: I accept Mr. Cussen's point but I wonder how we can have a height strategy without having height dictated in certain areas. There is either a free-for-all or a strategy that prioritises height in certain areas, which will inevitably lead to an arbitrary cap. I would say it is not arbitrary; it is strategic.
