Barry Cowen: I stand over the commitment given to the people. I recognise the decision they made, convoluted as it was. As well as we did, we did not win the election. Nobody won it. There was no clear majority, but the House made a decision thereafter to put in place a Government to deal with many issues, including water service provision.
