- Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Infrastructure Ireland: Chairperson Designate (1 Dec 2021)
Gerry Horkan: In the fullness of time, it would be useful for Mr. Llewellyn to do so. If, in facing challenges, he feels things need to be speeded up or that a little bit of pressure needs to be put on, Mr. Llewellyn should contact the Chairman or all of us and let us know what we need to do to help.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Infrastructure Ireland: Chairperson Designate (1 Dec 2021)
Gerry Horkan: I thank Mr. Llewellyn. On road safety, in respect of the average speed concept, I once had to drive from Bristol to Cardiff and Swansea, and there are average speed roads in the UK where there are signs notifying people get that if they get from one place to another too quickly, the authorities will know they have been speeding somewhere along the route. I do not believe we have a similar...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Infrastructure Ireland: Chairperson Designate (1 Dec 2021)
Gerry Horkan: Based on Mr. Llewellyn’s background in safety, how effective are those systems?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Infrastructure Ireland: Chairperson Designate (1 Dec 2021)
Gerry Horkan: Generally, our road safety figures, in the context of fatalities, are greatly down on what they used to be and our motorway network is probably the safest part of our overall road network. Every life saved and every injury prevented, however, is a positive and therefore I ask Mr. Llewellyn to encourage that aspect. Transdev Ireland operates the Luas on behalf of TII, which absorbed the...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Infrastructure Ireland: Chairperson Designate (1 Dec 2021)
Gerry Horkan: I was not aware that fares had been got rid of last year, but perhaps people felt that the levels of compliance enforcement were not being adhered to in the same way. That may have been the case. The compliance enforcement levels may have gone back up since and more inspectors are back on the carriages. I am conscious of time, so I thank Mr. Llewellyn again for putting his name forward...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Transport Infrastructure Ireland: Chairperson Designate (1 Dec 2021)
Gerry Horkan: He should go from Cork to Limerick, and then the Chair can give him tea.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: I hope the Chair might give me some latitude with my time. I do not wish to dwell on the R116 incident. It is technical and a tragic situation, and I want to make other points in my five minutes. Surely, though, if the IAA is the body responsible for aviation safety, there must be rules. If there are no rules, they should be inserted into the legislation to ensure that anybody providing...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: Why was that?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: That was not the case previously.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: Did the equipment used by the flight crew include that information?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: Can we not make it a part of the legislation that in future the equipment being used and relied on, and especially at night-time, must include all obstacles? Surely it is the most basic thing for any safety organisation to ensure that obstructions are highlighted on a map and that those obstacles are included in all equipment being relied upon. If that means having to negotiate, navigate...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: I am not asking that they do. Mr. Ó Conghaile alluded to the fact that the VFR charts showed the obstruction of Blackrock lighthouse. Is that correct?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: Is it correct that the equipment that was being used did not show the obstruction?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: Can we not put into legislation a requirement that equipment used reflects the VFR maps?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: How can we make sure the equipment reflects the VFR maps? How do we make sure this is the case with equipment that is being used and relied upon? It is not okay to say we have rules for safety for people in passenger aircraft that just do not apply when people are flying on search and rescue missions. I accept that people might need to fly closer to the ground and all the rest of it.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: This is important, Chairman.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: I am not doing so.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: I will conclude on this issue. It strikes me that four people have lost their lives who were relying on equipment that did not reflect the maps the IAA had provided. Surely that cannot be allowed to be the case in the future. I will leave it at that for now and move on. Ms Hynes clearly has an enormous amount of experience in aviation and the IAA is very lucky to have her as its...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: That means 575 or thereabouts are transferring to AirNav Ireland, including the air traffic controllers and so on right across the State.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Irish Aviation Authority: Chairperson Designate (24 Nov 2021)
Gerry Horkan: I presume nearly all of the 332 staff based in Clare are moving to AirNav Ireland. Is that correct?
