Colm Burke: Absolutely but it is one of the principal ones. I know of one case where more than 50 houses have been built but cannot be sold for the next two to three years because Irish Water cannot provide a service, even though that was not initially indicated.

Colm Burke: Mr. Walsh mentioned co-ordinated efforts. I have come across a situation in which a State authority objected to a school being built by the Department of Education. It had to go all the way to An Bord Pleanála. Even though undertakings were given to that State authority, it still insisted on a decision from An Bord Pleanála.

Colm Burke: Does Mr. Walsh not accept that this is taxpayers' money and that there should be a better mechanism for dealing with something like that? In this case, there was engagement. This cost no one working in that State authority anything but it cost the taxpayer money.

Colm Burke: I would like to raise an issue. It goes back to the fact that, unfortunately, the committee ran foul of the work it was doing. It is with regard to the amount of money being paid out by the HSE to the various section 38 and 39 organisations. New procedures were put in place in this regard. Since the issue arose a number of years ago have we gone back and looked over these organisations?...

Colm Burke: It is a massive amount of money. It is difficult because there are 2,500 organisations receiving funding. In fairness, the Committee of Public Accounts identified an issue previously. Perhaps it did not come out of the courts on the right side but at the same time this does not mean it is an issue we should park.

It does not get State funding of any description; it operates on voluntary contributions. It requires approximately €144,000 per annum. It looks after children with complex needs such as impaired vision....
