- Seanad: Risk Equalisation: Motion (26 Apr 2007)
Camillus Glynn: The Government's action is necessary. It is important the playing pitch is levelled in private health insurance. Community rating is particularly important because it ensures no health insurer can price a person out of the market. Risk equalisation is a necessary feature of the community rated market. The VHI has approximately 1.5 million members; I am one of them. The reason for the...
- Seanad: Risk Equalisation: Motion (26 Apr 2007)
Camillus Glynn: It is the exception to the rule.
- Seanad: Commission of Investigation into Leas Cross Nursing Home: Motion. (26 Apr 2007)
Camillus Glynn: I move: That Seanad Ãireann, bearing in mind the specific matters considered by Government to be of a significant public concern arising from the deaths of residents of the Leas Cross Nursing Home; noting that the matter raises serious issues about the role and responses of all relevant parties involved in the management, operation and supervision of the nursing home; noting that it is the...
- Seanad: Commission of Investigation into Leas Cross Nursing Home: Motion. (26 Apr 2007)
Camillus Glynn: I extend my deepest sympathy to the Minister for Health and Children, Deputy Harney, on the death of Senator Kate Walsh. As I indicated in the House yesterday, I knew Kate when she was elected to Kildare County Council many years ago. She was a fine, jovial person who maintained high standards and acted most unselfishly in giving herself to those she represented. May she rest in peace. I...
- Seanad: Death of Former Member: Expressions of Sympathy. (25 Apr 2007)
Camillus Glynn: I rise with great sadness to pay tribute to the late, great Kate Walsh. I met Kate many years ago, long before she became a Member of this House, when she was elected as an Independent candidate to Kildare County Council. Something that struck me initially about Kate Walsh was her great friendship and her capacity to make one feel at ease in her company. She was generous to a fault. She...
- Seanad: Pharmacy Bill 2007 [Seanad Bill amended by the Dáil]: Report and Final Stages (5 Apr 2007)
Camillus Glynn: I read through the amendments made by the other House, most of which are technical and deal with typographical errors. With regard to the section referred to by Senator Browne, the subject matter of the representations made to me are addressed in the Bill. As a consequence, I am satisfied. The Bill continues in the spirit of the Health and Social Care Professionals Act. Having a...
- Seanad: Pharmacy Bill 2007 [Seanad Bill amended by the Dáil]: Report and Final Stages (5 Apr 2007)
Camillus Glynn: The Senator may as well dream here as in bed. As the spokesperson for health and children on this side of the House, I am very pleased to have been associated with the passing of this legislation. I compliment the Minister, as others have done, who has been very pioneering with legislation in general, and not just this. I also compliment the IPU and the Pharmaceutical Society of Ireland,...
- Seanad: Pharmacy Bill 2007 [Seanad Bill amended by the Dáil]: Report and Final Stages (5 Apr 2007)
Camillus Glynn: The Senator had his opportunity.
- Seanad: Order of Business (4 Apr 2007)
Camillus Glynn: As I stated yesterday, we should be very cautious in what we say about the nurses' dispute but I would urge, in so far as is possible, both sides to get around the negotiating table and utilise the industrial relations mechanisms which exist to resolve the difficulty. There is no doubt that issues, to which I will not refer, must be addressed. They are on the public record. I fully agree...
- Seanad: Order of Business (4 Apr 2007)
Camillus Glynn: It is completely inconsistent in the decisions it hands down. I have one very brief example. I could take a person to a part of north Westmeath where a young man was refused planning permission on his own farm, yet planning permission has been granted for houses that could be seen from as far away as Toorendohenybeg. So inconsistency is the main word for An Bord Pleanála. It is a joke.
- Seanad: Medical Practitioners Bill 2007: Committee and Remaining Stages (4 Apr 2007)
Camillus Glynn: I echo Senator Henry's comments. I received reams of communications and quite a number of telephone calls from many people with genuine concerns. I have every confidence in the Minister's proposals in this Bill. I am sure that the result of the enactment of the relevant section of this legislation will be consistent with best practice.
- Seanad: Medical Practitioners Bill 2007: Committee and Remaining Stages (4 Apr 2007)
Camillus Glynn: The Minister is aware of my views on this matter. I do not think it is right to preclude a person from membership of the Medical Council because he or she is a mandated representative of the public. I reiterate that I am not suggesting that any particular individual should be on the Medical Council. When Senator Feeney and I made a proposal during the debate on the Health Bill 2006 last...
- Seanad: Medical Practitioners Bill 2007: Second Stage (3 Apr 2007)
Camillus Glynn: At 11.30 a.m. tomorrow.
- Seanad: Medical Practitioners Bill 2007: Second Stage (3 Apr 2007)
Camillus Glynn: I welcome the Minister of State to the House and I welcome this legislation. It is true the medical profession plays a pivotal role in a very important area of life, namely, public health. It is important people in this profession have the optimum training and the best expertise that can be acquired, and this Bill is designed to facilitate just that. It may need to be tweaked, but in the...
- Seanad: Order of Business (3 Apr 2007)
Camillus Glynn: It never did anything about it.
- Seanad: Order of Business (3 Apr 2007)
Camillus Glynn: In any industrial relations situation, one should refrain from making a comment that might prejudice the outcome. I wish both sides well in the nurses' dispute and I hope they find an amicable resolution. I am sure the will is present and I hope the mechanism can be found to address the issues.
- Seanad: Health Bill 2006: Report and Final Stages (29 Mar 2007)
Camillus Glynn: My view on this matter is well known. Perhaps in his response on these two amendments, the Minister of State will outline the reason elected Members are precluded from membership of the board. If we pursue the objective of electing the best qualified person to a board, the fact the person is a Member of the Oireachtas or a local authority is not reason enough to preclude him or her. I...
- Seanad: Health Bill 2006: Report and Final Stages (29 Mar 2007)
Camillus Glynn: The same is true for Members of these Houses.
- Seanad: Order of Business (29 Mar 2007)
Camillus Glynn: I ask the Acting Leader to arrange a debate on mental health services, although I know time is short. I am concerned at utterances made by Dr. Finnerty, the Inspector of Mental Health Services. I have been involved in this issue for many years and have always advocated the devolution of the service from the hospital to the community. The community can provide a better service for staff and...
- Seanad: Order of Business (28 Mar 2007)
Camillus Glynn: I support the comments of Senators Cox and Kitt in regard to the water supply in Galway. We had that problem in Mullingar and, while it was difficult to solve, we managed to do so. I also support Senator Norris's comments about the disabled. I received a copy of a letter from a voluntary organisation outlining the situation and there is a matter to be addressed.
