Jennifer Murnane O'Connor: I want to ask about the by-laws and their implementation. Over the years, we have all worked through the local authorities. There was always confusion over local authorities, OPW and Waterways Ireland. Who will implement the by-laws? Are there extra jobs involved? Where will the money come from? Like with everything that is set in writing, we must ask where the funding is coming from....

We are passing legislation that concerns offences and appeals, yet we do not know what system will be in place. This is crucial. I agree that many people do not have €150, which is a lot of money. There should be some system in place to help with an appeal.

For Fine Gael to stand by something that does not make sense to the normal person does not add up. The Minister should pick a part of the country, carry out a pilot scheme there and see how it works.
