Joe Costello: I welcome, for the first time in this House, a statement of apology by a Minister for Justice, Equality and Law Reform to the victims of the Donegal scandal. While it came belatedly, it is good that it has come. I did not hear it before and it was not contained in his speech. I am delighted he has put it on the record of the House. It is the first time, but it is an appalling situation.

My understanding is that the cost of running the Office of the Financial Regulator, which is in the region of €50 million to €60 million per annum, is undertaken jointly by the taxpayer and the banks.
