Paschal Donohoe: I am not aware that it was published. At times, if the Department is involved in activity to deter criminal behaviour, it is not in our interests to publish all of the work that is under way. I am not aware if it was published and can think of good reasons it was not, but if I am wrong in that assessment I will let the committee know.

We only became aware of the full scale of what was proposed at official level the Friday before the announcement was made. As I said, I was informed of it the following Tuesday.
