Seanad: Confidence in the Taoiseach: Motion (16 Jun 2010)

Joe O'Reilly: Rubbish.

Seanad: Confidence in the Taoiseach: Motion (16 Jun 2010)

Joe O'Reilly: Rubbish.

Seanad: Dog Breeding Establishments Bill 2009: Report and Final Stages (16 Jun 2010)

Joe O'Reilly: I formally second the amendment. Whoever drafted this Bill obviously did not do first year in veterinary medicine in college or failed it or first year in agricultural science, nor were they ever involved with farming or dog breeding. In fact, as I said privately to my colleague, Senator Wilson, earlier, they are barking mad.

Seanad: Dog Breeding Establishments Bill 2009: Report and Final Stages (16 Jun 2010)

Joe O'Reilly: I would suggest the same, but in reverse. Whoever proposed this is barking mad. It is ludicrous and shows a lack of knowledge of the industry and of reality. While I accept the point that the Bill might not necessarily be enforcing breeding at four months, the fact it is suggested that bitches would be breeding and encouraged to breed at four months is bizarre. I presume good sense will...

Seanad: Order of Business (15 Jun 2010)

Joe O'Reilly: Senator Alex White, who can be reflective in his comments in the Seanad, is being disingenuous in trying to suggest that responsibility for the debacle that is our economic mismanagement of recent years rests with civil servants. The reports bear testimony to the fact that responsibility rested with the then Minister for Finance, An Taoiseach, Deputy Cowen. There is no escaping this...

Seanad: Order of Business (15 Jun 2010)

Joe O'Reilly: As an Ulster person and a representative of a Border constituency, I join with the appeal to the Leader for a debate on the Saville report. The report will form part of a healing process for the people of Derry and the boil can be lanced at last.

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: I welcome these amendments. Obviously, the inspectorate and the regulations are necessary. When regulations are broken and proper inspections are not complied with, there needs to be a punitive dimension. This proposal is reasonable and necessary if this legislation is to be implemented. I do not think it merits further discussion.

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: There has to be control.

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: I am happy this Bill is being passed. I thank the Minister for his sincerity in responding to our suggestions and engaging in thorough discussions on the amendments we have proposed. We continue to be concerned that every conceivable effort will need to be made in the implementation of this Bill. If we are to give a lifeline to our farmers, encourage domestic processing and create jobs, we...

Seanad: European Globalisation Adjustment Fund (3 Jun 2010)

Joe O'Reilly: I thank the Cathaoirleach and his staff for selecting my matter for discussion on the Adjournment and I welcome the Minister of State. As the Minister of State and colleagues in the House will be aware, the EU globalisation adjustment fund was set up effectively as a precursor to the Lisbon campaign to gain popular support. However, the issue is not so much the background as the nature of...

Seanad: European Globalisation Adjustment Fund (3 Jun 2010)

Joe O'Reilly: I thank the Minister of State for his detailed reply. It is clear from the subtext that the Government is looking positively at making an application and I appeal to the Minister of State to so do. I am also delighted with the cross-Border dimension. The Minister of State will be aware that this issue was discussed at today's meeting of the Joint Committee on Enterprise, Trade and...

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: The point was well made by Senator Norris and does not merit repeating, but I express my happiness that the Bill will commence on that date. Speed is of the essence in this regard, as the industry has been telling us from the word go.

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: I welcome the amendments. With the developments in information technology, it is important that information on the specifics of bio-fuel production is made readily available and easily accessed. That is important for clarity purposes and to ensure a level of transparency. On that basis, I welcome the amendments and accept them as progressive.

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: I refer to amendments Nos. 5 and 6 which state each obligated party must ensure a specified amount of its road transport fuel is made up of bio-fuel. This amount will be calculated in litres and, according to amendment No. 6, will not exceed 4.166% of a fossil fuel element in the final blend. The problem with this amendment is an issue might arise with domestic producers struggling to meet...

Seanad: Energy (Biofuel Obligation and Miscellaneous Provisions) Bill 2010 [Seanad Bill amended by the Dáil]: Report and Final Stages (3 Jun 2010)

Joe O'Reilly: I welcome amendments Nos. 10 and 11. I am happy that algae and seaweed are to be included in the Bill's provisions. I welcome this expansion of the list of products, including the use of second generation bio-fuel products. There is a compelling case for continuous scientific research and development in this area to expand the list of products in production as well as improving the...

Seanad: Order of Business (Resumed) (3 Jun 2010)

Joe O'Reilly: At the outset, I refer in passing to the earlier remarks of Senator Walsh. As Senator Donohoe outlined, while members of my party will be supporting the Civil Partnership Bill individually and collectively and the underlying principles behind it, I have sympathy with Senator Walsh's view that, on any issue of personal conscience, people should be allowed a free vote and that this should be...

Seanad: Order of Business (Resumed) (3 Jun 2010)

Joe O'Reilly: I refer to the issue I raised yesterday. In reply to my points about the cancer situation yesterday, the Leader stated the Minister will be coming to the House, which is to be welcomed. Will the Deputy Leader take some immediate steps to deal with the frightening report from the Royal College of Physicians yesterday that a large number of cancer sufferers, specifically those with blood...

Seanad: Order of Business (2 Jun 2010)

Joe O'Reilly: I am happy that there will be a debate this evening on the recent incidents in international waters involving the over-reaction of the Israeli forces. I do not propose to pre-empt that debate or rehash what has already been said here. It is noteworthy, however, that one of the Irish people awaiting trial in Israel is Fiachra Ó Luain who was a candidate in last year's European Parliament...

Seanad: Adult Education: Motion (2 Jun 2010)

Joe O'Reilly: I move amendment No. 1: To delete all words after ''Seanad Éireann'' and substitute the following: ''condemns the Government for ignoring the employment crisis with 432,500 people currently on the live register; and calls on the Government to introduce a second chance education scheme, a national internship programme, apprenticeship guarantees, increased community employment schemes and a...

Seanad: Order of Business (19 May 2010)

Joe O'Reilly: I wish to raise the same point. I have no issue with Senator Bacik's request for a debate on the education system and its configuration. Such a debate should be ongoing. Senator Bacik, for whom I have good personal regard, will be aware that Bishop Leo O'Reilly and the bishops' conference have already suggested there will be a need for modification of our educational structures which will...
